(Podgorica, 21 June 2012) – The Citizens’ Front today submitted before the Constitutional Court of Montenegro a briefing on the constitutionality of the Law on Taxes and the rules for calculating the electricity price, which was singed by 26 MPs from the Assembly of Montenegro yesterday.
In accordance with Article 39 of the Law on the Constitutional Court of Montenegro, proceedings were launched to assess the constitutionality of the “euro by euro” law and the general acts of the Regulatory Agency for Energy (RAE) that imposes upon citizens the obligation to pay for services they did not use, while the EPCG continues to hold money earmarked for investments in the First Bank in order to maintain that bank’s liquidity.
We would like to remind everyone that the Constitutional Court has already adopted an agenda that prescribes that, as a rule, it should hold regular sessions at least twice a month and prioritize those cases that require rulings on important legal questions and that have broader social significance.
For this reason, regardless of the fact that the Constitutional Court and those who represent it seem to be sensitive to the imposition of deadlines, we would once again like to pose an ultimatum to the Constitutional Court to act according to the constitution, laws and acts that it has adopted. In this sense, the Constitutional Court must organize a session this month and it must deal with the issues put before it as priorities and should organize a public debate about this questions as soon as possible.
Any other approach to these questions by the Constitutional Court would be akin to violating the constitution, laws and agenda. It would also constitute direct protection of corruption and kickbacks for criminals that the government is trying to shift onto citizens. For this reason we will continue to pose ultimatums to the Constitutional Court and all others in order to ensure that the constitution and laws are respected and that all those who are trying to escape by the “backdoor” in order to avoid their responsibilities will have to finally face the consequences for their work (or lack thereof).
