(Podgorica, 9. october 2012.) – MANS has analyzed in detail the final version of the electoral roll and determined that only a small portion of the irregularities we uncovered have been eliminated, while the key issue of nearly identical ‘doubles’ remains.
From the final voters list 290 people were removed who had the same social security numbers and who were registered at several polling stations, even though government officials claimed that there were only about a dozen such cases.
When it comes to 1282 persons who in the previous electoral roll had no identifying data accompanying their names, now their ID numbers have been included. The analysis, however, shows that there is a strong suspicion that some of these people are doubly enrolled.
For example, in Niksic there are two persons registered named Cvijeta Backović, both were born 15 January 1932, both live at Duga bb and vote at the same polling station, however one of them has their JMBG number listed, while the other has their ID card number listed. They have different voter numbers as well. Both of the Cvijetas were born in Niksic, though one has been a registered voter for a long time, while the other 80-year old woman does not appear in the voter lists for the last election, nor in the previous list that was checked MANS.
The case of Milica Djukic from Berane is also worth noting, two persons with this name were born on 21 March 1934 and live at Babino BB. Also, we have the JMBG number for one of the women, while for the other woman we have her identity card number. The former Milica was just recently registered in the CBS, while the later Milica was already in the voting rolls.
The final version of the electoral register includes the ID card number of Mileva Babic born in 1949 in Šekular (Berane). She was newly registered this year. In fact another Mileva Babic was also added to the voting rolls with her JMBG number, who was also born in the same year and in the same place.
The situation is similar for the two Kasumović Stana’s, who were born the same year and whose exact date of birth is not known, because for one we only have an ID card number, and for the second, who was enrolled much later at the same address (G.Vukovića in Niksic) there is only information about her JMBG number. The same is the case of two Murić Mary’s from the same town who live in the same street Ž.Zrenjanina B24.
This analysis illustrates that Montenegro’s central voters’ list still contains more than 14,000 people who have such similar counterparts that there is a reasonable case to be made that these are, in fact, the same people who were issued fake identity cards and voting rights in several places in order to affect the election results.
1. The voters’ roll still contains many cases in which two persons share the same name, surname, date of birth, and address, and that are registered to vote at the same polling station.
For instance there are two Gojačanin Marko’s from Bijelo Polje, both live and are born in Lješnica on the same date 2 June 1989. They both vote in the same polling station. The same is true with the two Janjušević Suzana’s, both living at Laz bb in Niksic and voting at the same polling station and sharing the same birthday 14 July 1990.
There are also two Minic Mladen’s registered who were born 21 June 1993, both live in Smailagića field in Kolasin and vote at the same polling station.
Two Pavićević Radomir’s were born on the same day (10 October 1929) in Ubli where they still live and vote, and one of these two 83-year-olds has only recently been added to the electoral roll.
Two Roćenović Ivan’s were born on the same date, 10 September 1991, in Niksic and both live in 79th Street. For one we know that he lives at number 4 on 79th St., while the other has no listed street number.
The CBS also contains the names of two Šćekić Tijana’s, both born on 17 August 1991 and living in Donja Gorica bb. The two were entered in the electoral roll one after the other (voting numbers 198904 and 198905).
In the final version of the electoral roll there are still many examples that we had already publicly drawn attention to, like the case of the two Šanović Petar’s, both born on 15 July 1992, both living at the same address Raičković 18 in Podgorica and voting at the same polling station.
2. There are numerous cases of people who have the same surname and have identical or very similar dates of birth, and whose addresses are only a few hundred meters away from each other or are registered one after the other in the electoral rolls.
In Podgorica, there are two Boljević Ina’s registered, both born 8 August 1978, and both registered to vote at the same polling station (Gornja Gorica Youth Centre). Officially both live only a few hundred meters apart (at Vojvodjanska 29 and Cetinje Way).
There are also two Božanović Milica’s, both born in Cetinje on 27 August 1992, both living in Podgorica, and whose voting numbers differ only by two digits (189644 and 189646). The two Milica’s officially live at addresses located less than two kilometers apart (Radisava Burića 280 and Moskovska 42) and vote at two separate polling stations (PS Vuk Karadzic and the Hairdressing Salon “Luna”).
The same goes for Dabetić Marko, both born in Kolasin on the same day, month and year (20 May 1993). They both live at different addresses in Podgorica (one at Opasanica at the other at III Sandzak Brigade Street), vote in different polling stations while being enrolled in the voters’ list one after the other (codes 192492 and 192493).
There are two persons named Ilinka Milic, born one day apart (on the 2nd and 3rd of August 1952.) They vote at the same polling station in Podgorica, while one lives at Stevo Boljević No. 73, and the other on the same street, though at number 75
Two Jovan Todorovic’s were born one day apart (12 and 13 June 1973) in Niksic. Both live at S. Kovačević St., one of the two has an exact address listed, while the other one doesn’t.
There are also two Adzic Luka’s born seven days apart and who live in Bracana Bracanovića in Podgorica, one has an exact address listed while the other doesn’t. Both vote at the same polling station.
3. There are hundreds of cases in which the same person has an identical name, lives at the same address and votes at the same polling places, but were born a couple of days apart or on the same day and year but in a different month.
We thus find two Bukilić Kosa’s born in Kolasin, exactly one month apart (21 August 1940 and 21 September 1940), and live on July 4th St. and vote at the same polling station.
Two Dragnić Milan’s were born in Niksic, one on 24 September and the other on 24 October 1968. Both live at Vasiljevići bb and vote at the same polling station.
Two Jakić Dragomir’s were both born and are living in Dobra Sela (Savnik), one born on 1.1 and the other 1.10 of the same year (1963).
Two Medojevic Jelena’s were born in Slatina in Mojkovac. They both vote at the same polling station, though one was born on 4.1 and the other 4.12 of the same year (1932). One of the 80 year old women has only recently been listed in the register (the voting number of the first is 3951, and the other is 11508, while the last issued number is 12844).
Two Pesukic Vukica’s were born in Berislavci exactly one month apart (on July 23 and August 23 of 1953), and both vote at the Balabani Youth House, though one has only recently entered the voters list (number 171915 of 199982). She is registered immediately after Ranko Popovic (voter number 171914) who was born in 16 June 1962 in Danilovgrad, who also has a registered ‘twin’ inscribed a long time ago that was born exactly one month prior to him (16 May 1962) who also lives at Stanjevica Rupa and votes at the same polling station in Podgorica.
There are a number of other similar examples that MANS has already drawn attention to. Thus, for example, the list continues to contain the names of two Joković Milijana’s, both born in Klopot in 1939, both living at the same address (Petar Lubarda 114 in Podgorica) and voting at the same polling station. Similarly, there are two Nedeljka Radulovic’s, born one day apart (8 and 9 April 1939) in Ogulin. They now live at the same address, Mitra Bakić 138 in Podgorica and vote at the same polling station. We also find two Demirović Sakib’s listed in the CBS, both living in Prešern 4, born exactly a month apart in 1972. Both vote at the same polling station. So too with the two Matkovic Alexander’s, both living at the same address – Nikola Kovacevic Square 4 in Podgorica, They were both born in the same town exactly one month apart (6 April and 6 May 1969), and both of them vote at the same polling station. In Podgorica, the identical address, Đečević 34, has two Vuletic Jovanka’s registered. They were both born in 1941, exactly five months apart (15 April and 15 September) and vote at the same polling station. In the voters’ list we still find two Raicevic Vjera’s, born in Cetinje six days apart (20 and 26 July 1952). Both a live at the same address, Skoj A-2, and vote at the same polling station. The list contains two Zoran Jokic’s, both living in Niksic at Trebješka 3, born in 1971 and voting at the same polling station.
The case of the two Jevrić Mileva’s is interesting, both were born and live in Donji Iugama in Berane. One was born on 20 November and the second 20 December 1928. For one we have an ID card number and for the other a JMBG number, one of them was registered only a few years ago (voter number 39597 out of 44128 in Berane).
4. Among the over 14,000 questionable cases uncovered there are many examples of persons who have the same name and surname, are born on identical dates in the same municipality, but vote at different polling stations.
For example, two Draga Jankovic’s were born on the same day, month and year in Cetinje (10 September 1991). Now both of them vote in Podgorica but in two different polling stations (at the Đ.Vrebica Kindergarten and at the Elementary School Oktoih).
In the CBS we also find two Dragica Vukovic’s, born in Kakanj on the same day, 16 June 1951, but one votes in Bar and the other in Bijelo Polje.
There are two Obradovic Velimir’s born on 11 June 1975 in Doboj, one voting in Lubnice (Berane) and others in Zagorič (Podgorica).
Two Perovic Dafina’s were born 7 January 1979 in Cetinje. One still votes in that city, while the other votes in Budva.
There are two Mijović Ranka’s, both born on 20 December 1949 in Gracanica, while one votes in Berane the other casts her ballot in Andrijevica.
In the CBS rolls there are still two Murić Ajkuna’s, both born 27 January 1977 in Kosovska Mitrovica, one voting in Rozaje and the other in the Bar.
Two Brnović Stevan’s also born in Cetinje on the same day, month and year (12 September 1990) vote at two polling stations in Podgorica (MZ Zagorič and “Old Airport” Health Center).
These examples confirm that the relevant authorities failed to undertake any official action to analyze the existing voter lists, even though MANS has drawn their attention to suspicious entries. Instead, without verifying the lists, they proclaimed that the data released by MANS was incorrect and that these had been removed from the final version of the electoral roll. It appears that the aim of the government in obfuscating the irregularities in the CBS rolls is to manipulate the results of the elections.
