Statement by the Minister of Interior (MI), Rasko Konjevic that he can not ensure full implementation of the Law on voters lists, it is a sad picture of inability of government institutions in the name of what is called the ultimate party interest to win in the upcoming elections, even at the cost of gross violation of not only the laws and regulations, but rather the fundamental rights of the citizens of Montenegro.
MANS recently, actually since the previous parliamentary elections, began to carry out an analysis of voter lists in a way that for the results have identified specific irregularities of the document, which largely facilitates the job of MI, or better to say, MANS does the job that MI’s inspection should initiate itself ex officio.
So just before the upcoming election, analyzing the electoral roll, we enable interested political parties to submit over 3100 initiatives for the identification of irregularities to the Administrative Inspection of MI which had an obligation to within legally prescribed deadline, which expired today, inform parties about the outcome of that inspection.
Instead, Konjevic decided to once again admit that he is unable to enforce the law which is in the jurisdiction of the MI, and also to disable MANS what requires and that is that the Law on voters lists is implemented completely.
We agree with Konjevic that MI does not have the capacity to carry out the inspection within the legally prescribed deadline, but only due to the fact that him, as the first man of that institution, has done absolutely nothing since the previous elections until today to change the situation. The way that Konjevic easily admits that he is powerless to implement the law explains the fact that during the previous elections also no one was responsible for that. Minister Konjevic again offered us a futile excuses instead to take the responsibility.
MANS is not surprised that the royal party of Minister Konjevic was not one of those who took the advantage of the legal possibility to report irregularities in the voters list, as we have already witnessed that the alleged Konjevic and his party comrades’ struggle for justice and the rights of citizens always was limited by personal and party interests.
Party of the Minister Konjevic has not recognized in the scandal “Snapshot” and analyzes that MANS have done that the DPS harshly adjusted voters lists before the previous elections, and having in mind that the actors of the scandal were not punished, there is a huge probability that the same will be repeated again before the local elections of this year, so it did not care to submit a motion for inspection, probably blindly trusting to its own, still the most favored coalition partner.
Because of all that it is not surprising a reaction of the Minister Konjevic on submitted thousands of initiatives, because he himself first, followed by all his party and coalition partners do not have an interest to arrange the electoral roll, and to organize the elections in a way to provide equal opportunity for all participants.
Finally, MANS requires from Konjevic just to do his job, nothing more or less than that, and to ensure that the Law is fully implemented, also that the electoral roll is the basis for the fair and correct elections, and not the surface for another electoral manipulation. Otherwise, the law or the Minister should be changed.
