Activity Report of the Anticorruption Comettee of the Montenegrin Parliament

Following several years of public campaigning by MANS, and the requests coming from the international community and the opposition parties, on 08 May 2012 the Parliament of Montenegro amended its Rules of Procedures and set up for the first time the Anticorruption Committee as one of the standing parliamentary committees. Consequently, the Parliament was able for the first time to be formally involved in the anticorruption efforts, as the key priority for the country on its EU accession path.

The Committee’s first, constitutional session was held in December 2012, following the parliamentary elections, when this committee officially started operating. The Committee comprises of 13 members, eight of them coming from the governing coalition and five from the ranks of the opposition.

MANS monitored the work of the Committee by direct observation of its sessions, while other information was retrieved from the Parliament’s web portal or requested invoking the Free Access to Information Law.

The first section of the present report focuses on the activities of the Committee over the period observed and the engagement of the Members of the Parliament (MPs) serving on the Committee, while the second deals with the Work Plans adopted by the Committee and the progress made towards their implementation. The third section focuses on oversight tools used by the Committee over the period observed, and the final section gives some recommendations how to improve the work of the Committee.
