MANS today invited the Special Public Prosecutor for Organized Crime and Corruption that data on the assets of a former police officer, Veselin Veljovic, obtained by our Research center, incorporate in an investigation on the sale of camp-hotel “Zlatica”, that includes and Veljovic.
Research Center of MANS last week released the results of its research pointing at the conclusion that the family of Veselin Veljovic could not, from officially reported income, to afford the purchase of expensive SUV, BMW X6, worth over 80,000 euros, as well as the purchase of a three-bedroom luxury apartment of 135 m2 whose market value is around 300,000 Euros. The aforementioned apartment was purchased from the company “Normal Company” owned by Zarko Buric, with whom Veljovic at the time of an apartment purchase already had a history of business relations.
At a time when Veljovic obtained an apartment and a car, in 2011 was signed a contract on the purchase of camping-hotel “Zlatica” by Zarko Buric for training needs of Special Anti-terrorist Unit (SAJ) of the Police Administration. In this deal worth 8.3 million euros, the Police Administration was represented by its then Director Veselin Veljovic.
This facility, together with two other hotels in Podgorica “Montenegro” and “Ljubovic”, the Government sold to Buric below cost for the total sum of 4.7 million euros, which speaks for itself how much the business of selling “Zlatica” between Veljovic and Buric was detrimental for the state.
MANS on the basis of this business in 2013 filed a criminal complaint against several persons, including Veljovic and Buric on suspicion of damaging the state budget in order to obtain illegal financial gain.
New data on the origin of the property of Veljovic open a space for doubt that Veljovic had more than the obvious financial interest that with the Company of Zarko Buric to make a damaging contract. Therefore, a complete documentation that MANS obtained and analyzes that made, submitted to the Special Public Prosecutor for Organized Crime and Corruption with a request that they join the investigation being conducted against Veljovic and Buric, for a suspicion that these assets can be the product of agreement between them that has resulted in harm of many million to the state budget.
Research of the origin of property of Veljovic is part of a campaign that MANS leads in order of criminalization of illicit enrichment of public officials in Montenegro. After Swiss millions of family of Svetozar Marovic, Veljovic case is another proof of how ineffective is the existing legal framework that regulates conflict of interest of public officials and how much is needed to adopt a new law to the state of Montenegro to fight against this problem.
Cases of Marovic and Veljovic are just the first in a series of cases that have so far published Research center of MANS.
