Close to one billion US dollars of the citizens of Montenegro will be spent on the construction of only one-fourth of the highway Bar-Boljare without any legislative power, leaving ample room for abuse by the Government of Montenegro and its associated privileges companies and individuals.
Rejection of Proposal of the decision on forming a special parliamentary committee that would monitor implementation of the Law on the highway, the realization of the loan on agreement and construction, and spending of the money from the budget, it is not a surprise to MANS in a situation where DPS and its political satellites have a majority. This has once again confirm who is not interested of the complete transparency of work and parliamentary control of the Government in this investment enterprise.
Besides DPS, against this decision voted and supporters of Ivan Brajovic, the current minister of transport who still from the public and the Parliament of Montenegro hires a feasibility study for construction of the road section of Smokovac-Matesevo, and other documents related to the project.
Because of that, MANS believed that the process of financing and realization of such a project must be under the watchful eye of the Montenegrin Parliament, because until now many times has been proven that in the cases of major investments and privatizations, the Montenegrin Government openly violated laws and regulations, shifting the entire burden of catastrophic consequences of their decisions solely on the citizens. Therefore there is no reason why the citizens should believe that the Government composed of DPS and supporters of Ivan Brajovic in this case would act differently, especially when the overall supervision of the implementation of the project is solely under control of the Government of Montenegro.
First controversies relating to the renting of land for the construction of the camp, subcontractors and their owners show that the Committee was more than necessary in order to timely prevent possible misuse of state money.
Information about who potential subcontractors are from the ranks of local construction companies say that those are the companies that countless times violated the laws of Montenegro, whether when it come to tender procedures, protection of the environment or the area of facility construction. Such companies will be, instead on the black list, on the list of privileged companies that will uncontrollably be able to use the benefits provided by the Government of Montenegro signing an agreement with the main contractor, the Chinese company CRBC.
MANS will certainly continue in the future to insist on greater involvement of the Parliament in overseeing this work, and in addition to that, by itself will closely follow all realization phases of this valuable investment.
