Corruption and organised crime are one of the biggest threats to the rule of law and the development of a modern democratic society. Public procurement in Montenegrin system, as wel as in all other countries, is recognized as in area of particular risk to corruption, which had been noted in a number of documents developed by the Government of Montenegro (Strategy for Fight against Corruption and Organised Crime and Corruption Risk Assesment in Special Risk Areas). Bearing in mind that through this system Montenegro spends between a fifth and a quarter of the annual budget, it is necessary to further strengthen and improve the existing legal and institutional framework, as well as the practice, in order to reduce corruption in public procurement to a minimum.
