MEC and SEC to publish statistical reports from the electronic devices

Yesterday’s elections in Tivat followed a huge number of errors that have occurred in relation to electronic identification of voters, so for the parliamentary elections that will be held in Fall 2016 the system needs to be significantly improved.

In fact, at only five polling stations for which MANS managed to collect statistical reports from devices for electronic identification of voters, took place over 800 errors in the loading of personal documents, suggesting there were  many errors, and that this system is not even close to be ready for use in the parliamentary elections.

Instead that the Municipal Election Commission (MEC) Tivat and the State Election Commission (SEC) mislead the citizens with the statements that the electronic identification functioned well, we expect that even today they publish statistical reports from the electronic devices from all polling stations in order to determine the total number of errors and in order to determine what led to those mistakes.

Therefore, it is necessary that the MEC and SEC Tivat disclose the total number of errors that occurred related to electronic identification, but also to request from the Ministry of Interior to determine the extent to which these errors are results of deficiencies in technique, and also the extend of how mentioned errors were caused by the fact that election officials were not well trained to use the devices.

We remind, insufficient training of pooling officials yesterday during the entire day was evident not only in the use of the devices for electronic identification of voters, but also in the implementation of the basic electoral procedures. For example, there were cases of violation of the secrecy of voting who remain unsanctioned, some electoral committee did not know that voting with the old ID card can not be allowed, records are not adequately managed about a lot of other things we in details reported yesterday, indicating that the process of training significantly failed.

Therefore, we urge the MEC and SEC Tivat to provide all relevant information to the public and to responsibly carry out all the problems that have burdened yesterday’s election process, because it will return to us as a boomerang in the parliamentary elections.

Hiding the truth about the extent of errors that occurred with the system of electronic identification and the fact that polling officials were not adequately trained is directly contrary to the public interest, because citizens have a right to know how many mistakes happened and who is responsible for those mistakes that occurred.

Therefore, we urge the SEC that in cooperation with the MI to identify any technical shortcomings of devices for electronic identification of voters, and also as soon as possible  to start together the training process of electoral committees for the upcoming parliamentary elections, in oreder to eliminate all problems on time.
