Construction inspector Zoran Bošković controlled the facilities of Carević in Krimovica back in 2017, but said he had no reason or possibility to react.
In the summer of 2017, in the midst of the illegal construction of an agricultural complex in Krimovica, the inspector of Spatial Protection within the Administration for Inspection Affairs of Montenegro, Zoran Bošković, did not see that Marko Bato Carević from Grbalj was building at that site without the building permit.

On September 1, 2017, he informed the locals of Krimovica who reported illegal construction that he had carried out inspection control, but that there were no conditions for taking measures under the competence of the inspector of Spatial Protection, as they were “built facilities”.
“By a written initiative of 7 August 2017, by which you requested to conduct control of the construction of stables by Marko Carević in the settlement of Krimovica, Municipality of Kotor, it was determined that the construction of the said facilities was not in progress and that they were built facilities”, Bošković explained why he could not react.
The locals who reported the illegal construction told Vijesti that there was an ongoing construction at the time, but that the inspector did not react.
They also reported spilling of faeces and urine from built stables on the state-owned meadow – causing unbearable stench, but the inspection did not react in that case either.
Bošković, however, had to react because it was determined that the stables were built without a permit, as evidenced by the request for legalization of these facilities, which was last year submitted by Carević’s company “Carinvest” to the Municipality of Kotor.
Responding to the locals, he stated in the memo what his responsibilities were under the Law on Spatial Planning and Construction of Structures…
“The Inspector of Spatial Protection checks whether a building permit was issued for the construction of a facility, or for the setting up a temporary facility. When it determines that the construction of the facility is carried out without a building permit, i.e. temporary facility is set up without a permit, the inspector is obliged to order the demolition of the facility and restoring of the space to its previous state, to order removal of the temporary facility, seal the facility i.e. the construction site. As the inspection supervision did not establish that the facility was under construction, there are no conditions for taking measures within the competence of this inspector”, Bošković explained.
Yesterday, Carević’s cabinet did not answer to questions from “Vijesti”.
MANS’ investigation
MANS Investigative Centre announced the day before yesterday that the company owned by the current Mayor of Budva Carević has been occupying over half a million square meters of state land in the Municipality of Kotor for over five years.

They state that during that time Carević built an agricultural complex on the state land, contrary to the law and without a building permit.
According to MANS’ data, occupation began in 2015 when Carević built first facilities on the state-owned land with the intention of opening livestock farms at the site.
“The following year, 2016, “Carinvest” company submitted to the Ministry of Agriculture a request for entry into the Register of Agricultural Holdings. In order to get his permit, Carević reported his own parcels located near the occupied state land, but so far, no facilities have been built”, according to MANS.
Over the next four years, according to that investigation, Carević regularly reported his farm on occupied state land, and the entire livestock was duly recorded by the Ministry of Agriculture, regardless of the fact that it was a farm complex built without a building permit and on occupied state land.
The footage taken this year by the MANS Investigative Centre shows that today there are a dozen illegal facilities for accommodation of goats, sheep, cattle and pigs in Krimovica, and that preparations for planting a large olive grove on the vast surface of the occupied land have started.
MANS Investigative Centre states that they tried to get answers from Carević and his company to questions about why they occupied the state property and built without a building permit, and in what way they ensured cooperation with state authorities, but to no avail.
Carević previously appeared on TV Vijesti in show “Načisto“ claiming that there was nothing illegal in Krimovica, and that he worked according to the then law.
MANS noted that while the authorities were passively watching the occupation of the state property, Carević began legalizing his business empire. In mid-2018, he submitted a request to the Municipality of Kotor for legalization of facilities in Krimovica. In his request, Carević cites “lease” as the basis for the use of the land on which his illegal buildings are located, although he never made such contract but used the occupied land free of charge.
Late last year, Marko Carević addressed the Property Administration with a request to buy the disputed plots. The Administration then asked the cadastre to evaluate the value of the land that Carević had occupied.
MANS points out that the occupation of this scale would not have been possible without the active role of state authorities, and that recent activities raised the suspicion that someone is trying to cover up for years-long tolerance of lawlessness:
“The Ministry of Finance confirmed to MANS investigators that it was only towards the end of 2019 that they took the first steps regarding the occupation of half a million square meters in Krimovica, and that the Chief State Prosecutor was also informed”, the NGO states.
Land on Krimovica remains listed as the property of the state of Montenegro.
Article 254 of the Criminal Code of Montenegro provides for prison term of up to one year for unlawful occupation of land, while unlawful construction provides for prison term of up to five years.
Bošković’s trial begins on February 26.
Boskovic is in the Remand prison, where he is awaiting trial for receiving bribes and abuse of office.
He and his colleague Vladan Juretić were arrested on November 1, one day after an exclusive video of a conversation between them and Boško Nenezić was broadcasted on TV Vijesti, during which the businessman in a catering facility allegedly handed over € 5.000 to a Ministry of Sustainable Development and Tourism official in order for them to allow him to continue construction of a facility despite the expired permit.
The day after broadcasting of the show, the Minister of Sustainable Development and Tourism Pavle Radulović resigned.
The trial begins on February 26.
