The director of the MANS Investigative Centre, Dejan Milovac, will be interrogated tomorrow as a suspect by order of the Basic State Prosecutor’s Office in Podgorica in relation to the allegations from the criminal report filed against him by the Mayor of the Capital City, Ivan Vuković.
According to the information we received from the State Prosecutor’s Office, the Mayor of Podgorica suspects Milovac of the so-called false reporting in the “Toškovići” case, when MANS filed criminal charges against him and his associates on suspicion of abuse of office.
The criminal report against Vuković was preceded by an investigation conducted by MANS, in which it was determined that the tender for the reconstruction of the sewerage network worth close to two million euros was awarded to the company “Toškovići”, whose owner was convicted of tax evasion and creation of a criminal organization.
As a result of the investigation conducted by Milovac, the contract with that company was terminated because the German KfW bank, from whose loan the business was financed, determined that there was a violation of procedures. KfW Bank received information about the violation of the procedure precisely from MANS, although both the Capital City and PE “Water Supply and Sewerage” had full information that it was a convicted person, and that concluding of this legal transaction is a violation of tender procedures.
Although the termination of the contract with the company “Toškovići” confirmed its illegality, the competent state prosecutor’s office quickly rejected our criminal charges, for which we filed an objection to the Supreme State Prosecutor in November last year, which has not been decided yet.
Unfortunately, the proceeding initiated against the director of our Investigative Centre shows that the practice of pressuring those who point to corruption continues, while at the same time, judicial authorities acquit high-ranking public officials for whom there is obvious evidence, as we saw in the example of Slavoljub Stijepović and the investigation in the “Envelope” case.
MANS has so far filed hundreds of criminal charges against high-ranking state and party officials for corruption and other forms of law violations, and precisely the largest cases of corruption that were initiated and prosecuted after pressure from the domestic and international public are those for which MANS submitted information to the State Prosecutor’s Office. This is evidenced by the cases of Svetozar Marović and “Zavala”, the mayor of Bar, “Carine”, the forgotten loop of the highway and many others which are presented in the State Prosecutor’s Office as their contribution in the fight against corruption.
Because of their work and detection of corruption, MANS’ employees have so far been arrested, wiretapped by state authorities, subjected to the dirtiest public campaigns and sued by privileged individuals and companies whose interests have been threatened by our investigations.
Thus, instead of Zoran Lazović, the prosecution investigated MANS after we published his video from Safet Kalić’s wedding, which was also the case when we submitted evidence of the purchase of ID cards before the elections.
We believe that the report of Mayor Vuković is continuation of the same practice, which is also a reflection of the inability to face the evidence of unlawful affairs of the Capital City and an attempt to divert public attention from continuous violations of laws and regulations.
In any case, it is an additional incentive to monitor the work of the Capital City’s administration even more closely and inform the public about the observed irregularities, and it will certainly not discourage us from continuing to file criminal charges against all those who use corruption and breaking of laws to pursue personal interests.
Milovac’s hearing in the Basic State Prosecutor’s Office is scheduled for Friday, March 5, starting at 8 a.m.
