Officials’ campaign and the abuse of institutional advantage and state resources are the main features of the pre-election campaign for 2024 local elections in Podgorica.
Appropriation of projects and achieved results for the purpose of their political valorisation are practices against which a significant majority of today’s executive and legislative power once “fought” from the opposition benches.
The perception from positions of power is clearly different, while examples like these show why there is still not enough political will within the parliamentary majority to reform the Law on Financing Political Entities and Election Campaigns.
All of the above has led to the normalization of these phenomena, which, along with passive institutions in charge of supervision, enable political parties to continue to carry out bad practices before the upcoming local elections in Podgrorica and other local governments, and endanger the integrity of the electoral process and trust of citizens in institutions, completely unhindered and without responsibility.
The elections in Podgrorica will precisely be one of the tests of political will for the new administration of the Agency for Prevention of Corruption and an indicator of their independence and resistance to political influence, which is greatest precisely during election campaigns.
