This demonstrates  that the practice of abusing state resources in the lead up to elections &#8211; in  order to influence the results &#8211; continues.<\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\">In the period between 1 November 2012 and late March 2013, state, local,  public institutions and bodies issued competitions for 67 jobs as well as job  searches for 82 individuals.<\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\">The total number of people hired in this period was 67, including 61  permanent positions with the publicly-owned Airports of Montenegro. This  enterprise hired 61 individuals for passenger regulation and baggage handling,  including 34 at Podgorica Airport and 27 at Tivat Airport. Similarly, two  limited term appointments were also opened at the Faculty of Naval Studies and  the Faculty of Tourism and Hospitality. Montenegro Airlines AD Podgorica also  issued job ads for three positions, including one for internal audits, one  deputy director for the financial sector, and one assistant to the director for  internal regulations. The Hospital in Herceg Novi also issued a competition for  a posting.<\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\">82 individuals were appointed to various public positions in this period. The  greatest number of appointments was in Bar, where the local assembly issued ads  for the nomination of 35 members of various councils and commissions. These  include 7 appointees to the Council for the Protection and Development of the  Local Self-Administration, 5 members for the Ethics Committee for Chosen  Representatives and Functionaries, 5 members of the Ethical Committee for Local  Public Servants, 5 members of the Radio Bar Council, and 13 members of the  Council for Cooperation Between the Local Self-Administration and NGOs.<\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\">11 institutions issued calls for the selection of directors, executive  directors, and general directors, including: JU Danilovgrad Cultural Centre, JP  JLRDS &#8220;Radio-TV Budva,&#8221; JU Cultural-Information Centre &#8220;Budo Tomovic,&#8221; JU  Elementary School &#8220;Orjen Battalion in Bijela, the Agency for Electronic  Communications and Postal Services of Montenegro, JZU Hospital in Rozaje, JP  &#8220;Radio-TV Montenegro,&#8221; JP Water Utility &#8220;Bistrica&#8221; in Bijelo Polje, JP Communal  Services in Bar, the &#8220;Health&#8221; Housing Cooperative of Health Workers in  Montenegro, and the Public &#8220;Communal-Housing&#8221; Enterprise in Herceg Novi.<\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\">The Ministry of Justice and Human Rights, issued a competition in November  for the appointment of 15 notaries, including: 3 in the Basic Court in Berane; 5  in the Basic Court in Kotor; 2 in the Basic Court in Zabljak; 1 in the Basic  Court in Kolasin, 1 in the Basic Court in Plav, 2 in the Basic Court in Plevlja,  and 1 in the Basic Court of Rozaje.<\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\">Similarly, the Assembly of the Capital Podgorica, issued a call for the  nomination of 7 members of the Council for the Development and Protection of the  Local Self-Administration of the Capital City, while the Assembly of the  Ceremonial Capital of Cetinje, issued a competition for the nomination of one  member of the Council for &#8220;Radio-TV Cetinje.&#8221; The Assembly of Kotor, issued a  competition for appointing all 5 members of the Council of Local Public  Broadcaster &#8220;Radio Kotor,&#8221; while also announcing the selection of 8 members of  the Academy of Engineering Sciences of Montenegro, including 3 members from  electrotechnical professions, 2 representatives of machine profession, and 3  members from biotechnical professions.<\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\">This information was obtained by MANS by analyzing job advertisements that  were advertised in media by the relevant public institutions or enterprises, and  that weren&#8217;t issued through the medium of the Employment Bureau.<\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\">Attached we are including tables that summarize the key positions opened  through the various competitions enumerated above.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>(Podgorica, 4 April 2013) &#8211; In the period between the Parliamentary (October 2012) and Presidential Elections (April 2013), 149 jobs were opened in state, local and public institutions and state enterprises (not including the government&#8217;s program for hiring interns during this period).
