{"id":2637,"date":"2013-04-09T13:39:13","date_gmt":"2013-04-09T12:39:13","guid":{"rendered":"http:\/\/www.mans.co.me\/en\/?p=2637"},"modified":"2013-04-11T13:40:50","modified_gmt":"2013-04-11T12:40:50","slug":"mans-continues-review-of-mup-reports-into-electoral-list-irregularities","status":"publish","type":"post","link":"https:\/\/mans.co.me\/en\/?p=2637","title":{"rendered":"MANS Continues Review of MUP Reports into Electoral List Irregularities"},"content":{"rendered":"<p style=\"text-align: justify;\"><strong><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-full wp-image-2638\" title=\"ballot voting vote box politics choice election\" src=\"https:\/\/mans.co.me\/en\/wp-content\/uploads\/2013\/04\/0224_WVarabdemocracy.jpg\" alt=\"\" width=\"100\" height=\"100\" \/>(Podgorica, 9 April 2013)<\/strong> &#8211; Today MANS analyzed new investigative reports  into alleged irregularities in the Central Electoral List that were allegedly  carried out by the Ministry of Internal Affairs (MUP), on the basis of  complaints submitted by presidential candidate Miodrag Lekic. These reports  further confirm our suspicion that the MUP hasn&#8217;t even bothered with basic  oversight of the Electoral List, but that is has also actively participated in  suppressing word of numerous irregularities in this document (identified by  Lekic&#8217;s initiatives).<\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\">That is, all other individuals on the territory of the capital city  Podgorica, as well as the examples that we announced yesterday, were registered  in the electoral list on the basis of a single document UP I 06\u00ad209\/13\u00ad113.  There is no indication concerning which act we are dealing with, though the  MUP&#8217;s inspectors see nothing wrong in the fact that this one, single act,  according to the case, was adopted on different dates, which is legally  impossible.<\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\">For instance, according to the new reports we&#8217;ve been able to examine, there  are people who were registered in the Electoral List prior to the adoption of  the act that enabled the the right to be registered. Nevertheless, such a  glaring inconsistency does not seem to bother the MUP&#8217;s investigators. Thus for  instance, Slavica Kato (JMBG: 2001952385015) was registered on 5 March 2013, on  the bassi of the UP I 06\u00ad209\/13\u00ad113 act, which was adopted on 6 March 2013. The  exact same facts are to be found in the cases of Milica Labovic\u0301 (JMBG:  1803952155015), Pa\u0161ko Gojc\u030cevic\u0301 (JMBG: 0601934215145), Marko Palu\u0161evic\u0301 (JMBG:  1704936213007), Milu\u0161 C\u030cabarkapa (JMBG: 0605936815188), Momislav Jovetic\u0301 (JMBG:  0503953230013) and many other citizens in Podgorica.<\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\">For all these individuals, MUP retroactively submitted 60 conclusions  regarding a change in the listing, stating that they have made mistakes. The  MUP&#8217;s inspectors, stated that in all these cases they made mistakes and that the  dates of their registration were wrong, though they failed to provide the  correct dates of registration. Such behaviour on the part of MUP inspectors  further proves our claims that a real oversight by inspectors of the complaints  filed by Lekic were never carried out.<\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\">Similarly, for a number of individuals, there is no indication of when the  act on whose basis they received the right to be registered in the Electoral  List entered into force, even though information was provided as to when they  were registered. This is the case for: Petar Mrac\u030cevic\u0301 (JMBG: 0907939150000),  Milica Ivkovic\u0301 (JMBG: 2707939177659), Ljubinka Samard\u017eic\u0301 (JMBG:  1511939175014), Milojka Stanovic\u0301 (JMBG: 0807932218004), Drana Nikac\u030c (JMBG:  2703943215012), Zorka Kru\u0161c\u030cic\u0301 (JMBG: 1509948285022), Ljuba Batrovic\u0301 (JMBG:  0511948213006), Stanka Novakovic\u0301 (JMBG: 1708935216512), \u0110ur\u0111ina Guzina (JMBG:  0305947219001), Ivo Kostic\u0301 (JMBG: 2007948714207), \u0110usta Beri\u0161ic\u0301 (JMBG:  0607948215049), Gordana Bijelic\u0301 (JMBG: 0603948217992), Vasilija Pekovic\u0301 (JMBG:  3012948219017), Dragica Pelic\u030cic\u0301 (JMBG: 0601948215040) and many others.<\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\">From the above, it is clear that the MUP&#8217;s investigators, together with the  head of this institution, Rasko Konjevic, are seeking to cover-up all the  irregularities that exist in the Electoral Lists (instead of trying to uncover  such abuses as mandated by the law). Such ultimately illegal and unprofessional  behaviour of the MUP&#8217;s officials has been repeatedly proven and documented in  the reports that they submitted to presidential candidate Lekic by these  individuals. In any democratic state, which possess independent institutions,  such behaviour on the part of the MUP&#8217;s inspectors and the minister in-charge,  would be sufficient grounds for prosecutors to immediately initiate an  investigation in order to prevent further manipulation of the voter lists.<\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\">MANS will continue to analyze all reports filed by MUP in light of the  allegations submitted by Lekic.<\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\">Attached is a detailed overview of all the problematic cases we&#8217;ve covered to  date.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>(Podgorica, 9 April 2013) &#8211; Today MANS analyzed new investigative reports into alleged irregularities in the Central Electoral List that were allegedly carried out by the Ministry of Internal Affairs (MUP), on the basis of complaints submitted by presidential candidate Miodrag Lekic.
