{"id":4498,"date":"2015-03-04T09:57:33","date_gmt":"2015-03-04T07:57:33","guid":{"rendered":"http:\/\/www.mans.co.me\/en\/?p=4498"},"modified":"2015-11-11T16:51:50","modified_gmt":"2015-11-11T14:51:50","slug":"only-for-three-years-the-citizens-pay-almost-25-million-of-technical-losses-of-the-epim","status":"publish","type":"post","link":"https:\/\/mans.co.me\/en\/?p=4498","title":{"rendered":"Only for three years the citizens pay almost 25 million of technical losses of the EPIM"},"content":{"rendered":"<p style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-full wp-image-4500\" src=\"https:\/\/mans.co.me\/en\/wp-content\/uploads\/2015\/03\/EPCG.jpg\" alt=\"EPCG\" width=\"100\" height=\"100\" srcset=\"https:\/\/mans.co.me\/en\/wp-content\/uploads\/2015\/03\/EPCG.jpg 100w, https:\/\/mans.co.me\/en\/wp-content\/uploads\/2015\/03\/EPCG-75x75.jpg 75w\" sizes=\"auto, (max-width: 100px) 100vw, 100px\" \/>Regulatory Agency for Energy (RAE) with its methodologies\u00a0enabled the Electric Power Industry of Montenegro (EPIM) that in the period from 2012 to<\/p>\n<p style=\"text-align: justify;\">2015, at the expense of the citizens of Montenegro and on the basis of technical losses\u00a0switch unbelievable 24.7 million, which was even 10.9 percent of the total allowed revenue for the three-year period, which amounted to 227.2 million.<\/p>\n<p style=\"text-align: justify;\">This information is just one of many that clearly confirms the damage \u00a0extend of\u00a0consumers of electricity in Montenegro, and how the other side the<\/p>\n<p style=\"text-align: justify;\">EPIM illegally profiting. Technical losses are the cost of energy\u00a0company and consumers are not obliged to pay negligence in the work of the EPIM, which for years keeps tens of millions of euros in the accounts in private\u00a0banks, rather than invest them in the development of distribution networks and in that way\u00a0reduce the level of technical losses.<\/p>\n<p style=\"text-align: justify;\">Technical loss is the cost which should be reimbursed from the profit of the EPIM,\u00a0not from the pockets of citizens, because in a situation where citizens always paid losses, the EPIM is not motivated to invest in the quality of its\u00a0services.<\/p>\n<p style=\"text-align: justify;\">Most of the members in the Parliament of Montenegro adopted a clear approach \u00a0that\u00a0technical losses should not be on electricity bills and in this sense there is not too much room for interpretation of how should it look a\u00a0new methodology for the calculation of electricity.<\/p>\n<p style=\"text-align: justify;\">Methodologies for calculating electricity prices are not above the \u00a0Energy Law and RAE leaders are obliged to respect the laws of this State, and not to roughly trample on them and hypocritically to announce that they will see\u00a0how to take a stand toward a clear definition of \u00a0the legislator that the consumers\u00a0are not obliged to pay enormous technical losses in the distribution\u00a0network.<\/p>\n<p style=\"text-align: justify;\">Such announcements are more than irresponsible and they are in the domain of the criminal\u00a0responsibility, so in any legally regulated system a serious State Prosecutor would already deal with a series of unlawful decisions on the electricity price\u00a0that RAE in previous year adopted to the detriment of consumers, and\u00a0only in favor of energy companies, enabling them to profit\u00a0millions.<\/p>\n<p style=\"text-align: justify;\">MANS for a long time suggests that toxicity of RAE&#8217;s decisions is not shown \u00a0only through illegally approving technical losses, but also through\u00a0the fact that the energy companies are authorized and huge revenues\u00a0based on operating costs, electricity prices or refunds on the\u00a0investments.<\/p>\n<p style=\"text-align: justify;\">Clearly, the energy companies &#8220;pump out&#8221; costs of business,\u00a0such as salaries, services or materials costs, and they are arbitrarily approved by RAE without valid documents to prove that the energy subjects\u00a0really have so many expenses. When it comes to the price of electricity\u00a0it is known that the RAE uses a formula from the Leipzig Stock Exchange, instead of establishing\u00a0the actual cost of electricity production in the domestic power plants.<\/p>\n<p style=\"text-align: justify;\">Finally, RAE to the energy companies approves as an expense and millions\u00a0for the investments, although they are not realized by planned dynamics.
