{"id":4528,"date":"2015-03-07T11:34:41","date_gmt":"2015-03-07T09:34:41","guid":{"rendered":"http:\/\/www.mans.co.me\/en\/?p=4528"},"modified":"2015-11-09T15:30:49","modified_gmt":"2015-11-09T13:30:49","slug":"4528","status":"publish","type":"post","link":"https:\/\/mans.co.me\/en\/?p=4528","title":{"rendered":"MANS&#8217; response to the Energy Regulatory Agency"},"content":{"rendered":"<p style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-5385\" src=\"https:\/\/mans.co.me\/en\/wp-content\/uploads\/2015\/03\/MANS-Logo.jpg\" alt=\"MANS-Logo\" width=\"250\" height=\"213\" srcset=\"https:\/\/mans.co.me\/en\/wp-content\/uploads\/2015\/03\/MANS-Logo.jpg 400w, https:\/\/mans.co.me\/en\/wp-content\/uploads\/2015\/03\/MANS-Logo-300x255.jpg 300w\" sizes=\"auto, (max-width: 250px) 100vw, 250px\" \/>The Energy Regulatory Agency in its latest response have not\u00a0denied any allegations of MANS relating to the operation of that\u00a0institutions and in that regard such a public addressing of the leaders of RAE\u00a0we see only as an attempt to force the MANS to stop with pointing at\u00a0the long-term adverse decision that RAE brings at the expense of the\u00a0final consumers.<\/p>\n<p style=\"text-align: justify;\">Technical losses are significant item on the electricity bills and consumers for years pay enormous losses that are the classic\u00a0negligence in the business of Electric Power Industry of Montenegro (EPCG), because it does not\u00a0invest enough in the development of the distribution network, but tens of millions of<\/p>\n<p style=\"text-align: justify;\">euros holds on the accounts in private banks. The attitude of the legislator in terms of\u00a0technical losses is unambiguous and MANS repeats again that neither RAE, nor\u00a0anyone else, is not above the law of this state, but their\u00a0disrespect is basis for criminal liability.<\/p>\n<p style=\"text-align: justify;\">Changes to methodologies are not only necessary because of the elimination of technical\u00a0losses from electricity bills, but also and for a number of other contentious matters in\u00a0them, such as how RAE determines a regular operating expenses of energy companies or how it determines the production cost of electricity and return on investments.<\/p>\n<p style=\"text-align: justify;\">Specifically, all existing solutions in methodologies RAE created in a way that can\u00a0arbitrarily determined them, and a practice so far \u00a0showed that it always did to the detriment of final consumers, but as a benefit of the energy companies.<\/p>\n<p style=\"text-align: justify;\">How much methodologies favor energy companies in particular shows the fact that\u00a0to the companies is guaranteed an income that RAE approved, regardless of<\/p>\n<p style=\"text-align: justify;\">circumstances that occurred in the meantime. So to the Montenegrin\u00a0transmission system (CGES), in the three-years period, RAE guaranteed\u00a0income, which is based on assessment of current consumption in which\u00a0Aluminium Plant Podgorica (KAP) will operate at full capacity, what\u00a0MANS has already warned.<\/p>\n<p style=\"text-align: justify;\">As in the meantime, KAP halved capacities and uses half electricity,\u00a0and with methodologies CGES guaranteed income as KAP \u00a0operates at full\u00a0capacity, then RAE totally in unjustified way, to provide\u00a0profit for the CGES, a part of this cost retained in the final bills of the \u00a0consumers, and simultaneously imposed an additional fee for EPCG, which that\u00a0company is obligated to pay based on electricity exports from the country.<\/p>\n<p style=\"text-align: justify;\">Precisely this fee, which is measured in millions, EPCG for months\u00a0does not pay, and because of it it has launched legal proceedings against CGES, while in this time it is very doubtful whether it will RAE at some point and in which way\u00a0this fee spill over to consumers&#8217; electricity bills.<\/p>\n<p style=\"text-align: justify;\">MANS for a long time points out that thanks to the controversial methodologies of RAE\u00a0final consumers in recent years provide tens of millions of\u00a0euros net profit to the energy companies, and citizens pay\u00a0twice as high electricity bills compared to a few years earlier, although\u00a0on the other hand they did not get a higher quality of service, but on the contrary &#8211;\u00a0blackouts and the dissolution of energy network are more common than ever\u00a0earlier.<\/p>\n<p style=\"text-align: justify;\">Finally, it is stunning courage of leaders from RAE to indicate\u00a0qualifications at the expense of \u00a0MANS&#8217;s work, especially when one takes into the account that these qualification come from those who brought wrong decisions to damage\u00a0citizens damaged and therefore they must be accountable before the competent institutions of this country.<\/p>\n<p style=\"text-align: justify;\">In this regard we remind that the issue of liability of leaders of RAE\u00a0one day would have to be raised, and MANS will soon submit to the\u00a0Supreme Public Prosecution voluminous evidence which are collected in previous years, in order for the competent authorities to check the basic\u00a0doubts about the severe abuse of the office power and decision-making that damaged\u00a0consumers on behalf of profit of energy companies.<\/p>\n<p style=\"text-align: right;\"><strong>MANS<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Energy Regulatory Agency in its latest response have not\u00a0denied any allegations of MANS relating to the operation of that\u00a0institutions and in that regard such a public addressing of the leaders of RAE\u00a0we see only as an attempt to force the MANS to stop with pointing at\u00a0the long-term adverse decision that RAE brings at the<\/p>\n<div class=\"read-more\"><a class=\"cat-3\" href=\"https:\/\/mans.co.me\/en\/?p=4528\" title=\"Read More\">Read More<\/a><\/div>\n","protected":false},"author":2,"featured_media":5385,"comment_status":"open","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[3,67,17,5],"tags":[],"class_list":{"0":"post-4528","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-anti-corruption-policies","8":"category-energetics","9":"category-press_releases","10":"category-sustainable-development"},"_links":{"self":[{"href":"https:\/\/mans.co.me\/en\/index.php?rest_route=\/wp\/v2\/posts\/4528","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/mans.co.me\/en\/index.php?rest_route=\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/mans.co.me\/en\/index.php?rest_route=\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/mans.co.me\/en\/index.php?rest_route=\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/mans.co.me\/en\/index.php?rest_route=%2Fwp%2Fv2%2Fcomments&post=4528"}],"version-history":[{"count":0,"href":"https:\/\/mans.co.me\/en\/index.php?rest_route=\/wp\/v2\/posts\/4528\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/mans.co.me\/en\/index.php?rest_route=\/wp\/v2\/media\/5385"}],"wp:attachment":[{"href":"https:\/\/mans.co.me\/en\/index.php?rest_route=%2Fwp%2Fv2%2Fmedia&parent=4528"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/mans.co.me\/en\/index.php?rest_route=%2Fwp%2Fv2%2Fcategories&post=4528"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/mans.co.me\/en\/index.php?rest_route=%2Fwp%2Fv2%2Ftags&post=4528"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
