The same police officer sits unscathed in the passenger seat, as the attackers flee.<\/span><\/p>\n<div style=\"width: 480px;\" class=\"wp-video\"><video class=\"wp-video-shortcode\" id=\"video-8047-1\" width=\"480\" height=\"272\" preload=\"metadata\" controls=\"controls\"><source type=\"video\/mp4\" src=\"https:\/\/mans.co.me\/en\/wp-content\/uploads\/2020\/05\/garage-murder-video.mp4?_=1\" \/><a href=\"https:\/\/mans.co.me\/en\/wp-content\/uploads\/2020\/05\/garage-murder-video.mp4\">https:\/\/mans.co.me\/en\/wp-content\/uploads\/2020\/05\/garage-murder-video.mp4<\/a><\/video><\/div>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The scenes, which a source said were shot at Kopaonik ski resort and in Belgrade, were captured in January 2018 by CCTV cameras in both locations. The images were obtained by KRIK, OCCRP\u2019s member center in Serbia, and have not previously been seen publicly.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The murder and the meeting hours earlier between the police officer, the Kava\u010d gang member, and the football hooligan \u2014 such men often provide muscle for corrupt politicians and crime groups \u2014 highlight the complex web of allegiances at play in an increasingly brutal war between two Montenegrin criminal organizations.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The Kava\u010d and \u0160kaljari clans both hail from Kotor, on Montenegro\u2019s picturesque Adriatic coast. They were once part of the same gang smuggling drugs from South America into Europe, but split in 2014 after a cocaine deal in Spain went bad, creating a violent rift that has deepened ever since \u2014 and pulled in other Serbian and Montenegrin crime groups<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">\u201cThe scale of the conflict between the &#8216;\u0160kaljari\u2019 and the \u2018Kava\u010d\u2019 clans is seen in the findings that, in the criminal milieu in Montenegro and Serbia, a significant division occurred,\u201d Serbia\u2019s intelligence agency wrote in a February 2018 report obtained by KRIK.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">\u201cMost significant organized criminal groups have decided to join one of these two rival criminal groups.\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">An investigation by KRIK and OCCRP\u2019s Montenegrin member center, MANS, shows that the conflict has spread even further than the Serbian intelligence report lets on.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Reporters gathered documents from police, courts, and intelligence agencies; pored over obituaries of gangsters; and spoke to about a dozen sources familiar with the Balkan criminal scene. Together, the evidence shows that the Kava\u010d-\u0160kaljari drug war has upended the region\u2019s underworld. Even some Serbian and Montenegrin police and politicians have sided with the Kava\u010d faction.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The Kava\u010d organized crime group has aligned with football hooligans tied to high-level Serbian politicians, while the \u0160kaljari have joined forces with a powerful Serbian organization led by Filip Kora<\/span><span style=\"font-weight: 400;\">\u0107<\/span><span style=\"font-weight: 400;\">, which the classified intelligence report labels \u201cone of most dangerous crime groups operating internationally.\u201d<\/span><\/p>\n<div id=\"attachment_8054\" style=\"width: 574px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/mans.co.me\/en\/wp-content\/uploads\/2020\/05\/Korac-Interpol-1.jpg\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-8054\" class=\" wp-image-8054\" src=\"https:\/\/mans.co.me\/en\/wp-content\/uploads\/2020\/05\/Korac-Interpol-1-300x259.jpg\" alt=\"\" width=\"564\" height=\"487\" srcset=\"https:\/\/mans.co.me\/en\/wp-content\/uploads\/2020\/05\/Korac-Interpol-1-300x259.jpg 300w, https:\/\/mans.co.me\/en\/wp-content\/uploads\/2020\/05\/Korac-Interpol-1-110x96.jpg 110w, https:\/\/mans.co.me\/en\/wp-content\/uploads\/2020\/05\/Korac-Interpol-1.jpg 620w\" sizes=\"auto, (max-width: 564px) 100vw, 564px\" \/><\/a><p id=\"caption-attachment-8054\" class=\"wp-caption-text\">Filip Kora\u0107 (Photo: Interpol)<\/p><\/div>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Reporters identified at least 41 people who likely have been killed in relation to the conflict since 2015, according to information from official documents and interviews with knowledgeable sources.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Most recently, an alleged member of the \u0160kaljari was killed and another injured while transporting a bomb, according to police. The car they were in exploded the evening of March 4 in a residential neighbourhood on the outskirts of Montenegro\u2019s quiet capital, Podgorica.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Among the dead are gangsters, but also their family members and associates, including a lawyer and a former Montenegrin parliamentarian whose best man was a \u0160kaljari gang member. One innocent bystander was killed by a stray bullet in a cafe in Montenegro\u2019s capital, Podgorica, when a crime clan member was murdered by an assassin wearing a lifelike silicone mask.\u00a0<\/span><\/p>\n<div id=\"attachment_8055\" style=\"width: 840px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/mans.co.me\/en\/wp-content\/uploads\/2020\/05\/silicone-mask-1-photo-Montenegrin-police.jpg\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-8055\" class=\"wp-image-8055 size-full\" src=\"https:\/\/mans.co.me\/en\/wp-content\/uploads\/2020\/05\/silicone-mask-1-photo-Montenegrin-police.jpg\" alt=\"\" width=\"830\" height=\"966\" srcset=\"https:\/\/mans.co.me\/en\/wp-content\/uploads\/2020\/05\/silicone-mask-1-photo-Montenegrin-police.jpg 830w, https:\/\/mans.co.me\/en\/wp-content\/uploads\/2020\/05\/silicone-mask-1-photo-Montenegrin-police-258x300.jpg 258w, https:\/\/mans.co.me\/en\/wp-content\/uploads\/2020\/05\/silicone-mask-1-photo-Montenegrin-police-768x894.jpg 768w\" sizes=\"auto, (max-width: 830px) 100vw, 830px\" \/><\/a><p id=\"caption-attachment-8055\" class=\"wp-caption-text\">Photo: Montenegrin Police<\/p><\/div>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The trail of blood stretches across the Balkans and beyond, with murders in Spain, Germany, Austria, the Netherlands, and Greece. In January, a leader of the \u0160kaljari and another clan member were gunned down in an Athens restaurant in front of their wives and children. One of the women was also \u201clightly injured,\u201d according to Montenegrin police.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Many of the murders have been carried out with professional precision.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The hit in the Belgrade parking garage, for example, was committed by two men following the Volkswagen on foot, one armed with a pistol and the other with what looked like a semi-automatic rifle, the CCTV footage shows. The assassins circled the vehicle, firing multiple rounds and killing Davorin Balti\u0107, the Kava\u010d member, without injuring the police officer, Marija Nikoli\u0107.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Nikoli\u0107 is now on trial in Serbia for disposing of Balti\u0107\u2019s handgun after the attack. She testified that she was in shock and did not know why she decided to toss the gun in a garbage bin three streets away. She said <\/span><span style=\"font-weight: 400;\">Balti\u0107<\/span> <span style=\"font-weight: 400;\">had told her to grab it for him from a pocket in the passenger side door when the shooting began.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Nikoli\u0107 testified that she was in the parking garage with him in the building where he lives with his wife \u2014 who is a friend of hers\u00a0 \u2014 because she was assigned to walk a beat in the same neighborhood, and he had given her a ride.\u00a0\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Nikoli\u0107 also told the court she had gone with <\/span><span style=\"font-weight: 400;\">Balti\u0107 <\/span><span style=\"font-weight: 400;\">earlier in the day to Kopaonik ski resort, which is about a four-hour drive from Belgrade. However, neither the judge nor prosecution have so far asked what the purpose of that trip was. The fact that Nikoli\u0107 and <\/span><span style=\"font-weight: 400;\">Balti\u0107 met there<\/span> <span style=\"font-weight: 400;\">with <\/span><span style=\"font-weight: 400;\">Uro\u0161 Ljubojevi\u0107, a member of a football hooligan group associated with the Kava\u010d, has not previously been revealed.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The still image taken from CCTV footage showing them together at the high-end resort provides a rare glimpse into ties between police, organized crime, and football hooligans. Further investigation by reporters also shows close links between some Serbian politicians and hooligan groups.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"color: #a30d0d;\"><b>BROTHERS IN ARMS\u00a0<\/b><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The roots of the Balkan crime-clan war go back to 2014. Before that, members of the clans were all part of a single group, known as the \u0160kaljari,<\/span> <span style=\"font-weight: 400;\">that had built up a highly effective and lucrative international cocaine smuggling network.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Serbian intelligence noted in its classified report that crime groups from Serbia \u201care relatively highly ranked in the hierarchy of international criminal organizations specializing in drug smuggling and illegal trafficking.\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Over the past two decades, Serbian-Montenegrin crime groups have created a worldwide logistics network and established \u201cbases\u201d in ex-Yugoslav countries, Europe, and the United States, as well as Latin America, where they are \u201ccapable in a short period of time of organizing the supply of large quantities of drugs from local drug cartels.\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Montenegrin groups in particular have become specialists in \u201ccocaine transport service via routine routes from Latin America to some European sea cities, under the guise of transporting legal goods.\u201d They are able to draw on \u201ccriminal connections with crews of ocean liners of some transnational companies.\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The intelligence report noted that the Balkan drug-smuggling gangs had also become experts at laundering \u201cenormous amounts of money\u201d they were making.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">But despite this organizational success, fractures were emerging within the Montenegrin crime group due to \u201cincreasingly frequent conflicts \u2026 about the allocation of illegally acquired money,\u201d according to the report.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Tensions finally exploded in Valencia in 2014 in a dispute over 200 kg of cocaine, according to Serbian intelligence and other sources knowledgeable about the criminal underworld.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Sources told OCCRP that \u0160kaljari members discovered an unexpected 200 kg in a warehouse they were using to store their drugs. The Kava\u010d faction of the gang admitted it belonged to them, and offered to pay off the \u0160kaljari, who refused and told them: \u201c<\/span><span style=\"font-weight: 400;\">Now you will be punished. These are our drugs now,&#8221; according to a source.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Violence ensued, cementing the schism between the clans, which have roots in the same region of Montenegro.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Both groups are named after areas around Kotor, an ancient settlement nestled in a bay that meanders inland from the Adriatic Sea. Founded by the Romans and occupied by various empires, Kotor\u2019s old city is a maze of alleyways surrounded by stone walls that crawl up the arid mountainside overhead.<\/span><\/p>\n<div id=\"attachment_8063\" style=\"width: 712px\" class=\"wp-caption alignnone\"><a href=\"https:\/\/mans.co.me\/en\/wp-content\/uploads\/2020\/05\/Kotor-1.jpg\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-8063\" class=\"wp-image-8063 size-large\" src=\"https:\/\/mans.co.me\/en\/wp-content\/uploads\/2020\/05\/Kotor-1-1024x768.jpg\" alt=\"\" width=\"702\" height=\"527\" srcset=\"https:\/\/mans.co.me\/en\/wp-content\/uploads\/2020\/05\/Kotor-1-1024x768.jpg 1024w, https:\/\/mans.co.me\/en\/wp-content\/uploads\/2020\/05\/Kotor-1-300x225.jpg 300w, https:\/\/mans.co.me\/en\/wp-content\/uploads\/2020\/05\/Kotor-1-768x576.jpg 768w\" sizes=\"auto, (max-width: 702px) 100vw, 702px\" \/><\/a><p id=\"caption-attachment-8063\" class=\"wp-caption-text\">Kotor, Montenegro<\/p><\/div>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Today, Kotor is packed with tourists. Some may end up strolling down \u0160kaljari street or wandering through Kava\u010d village, unaware of the bloodshed those names have come to signify. Five of the clan-related murders confirmed by reporters occurred in Kotor, including the April 2019 killing of the father of Jovan Vukoti\u0107, who allegedly leads the <\/span><span style=\"font-weight: 400;\">\u0160kaljari<\/span><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Kotor\u2019s former municipal president, Vladimir Joki\u0107, said it was well-known that local clans were involved in criminal activities. He called for international pressure on Montenegro\u2019s government to crack down on the crime groups, and accused police of turning a blind eye to the mayhem they were creating.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">\u201cI knew everything about those criminal clans 10 years ago,\u201d Joki\u0107 said over coffee in Kotor\u2019s bustling main square, just inside the gates of the old city. \u201cEverybody knew.\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">\u201cI can never understand how it is possible for the international community not to react to these criminal activities, to\u00a0 these clans, to these smuggled drugs.\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Montenegro has pledged to crack down on organized crime, both as part of its accession process to the European Union, and as a member of NATO, which it joined in 2017. Despite the transnational nature of the cocaine trade, and the fact that killings have occurred in fellow member states, a NATO official said in an email that resolving such \u201cdomestic issues\u201d is the \u201csovereign prerogative of individual countries.\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Montenegro\u2019s Special Public Prosecutor\u2019s Office, which is charged with fighting organized crime, did not respond to a request for comment.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The European Union delegation to Montenegro said in an email that criminal organizations from that country \u201chave direct links to crime groups in South America, which gives them a dominant position for the supply of cocaine to Europe. They operate largely outside Montenegro, including in EU countries.\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The delegation said in an email that \u201cthe EU has a close policy dialogue and an intense cooperation with the Montenegrin authorities,\u201d and funds programs aimed at fighting organized crime and corruption. There have been successes, including working with Italian authorities on a 2018 bust that yielded 200 million euros worth of hashish, but shortcomings remain.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">\u201cThere is a need for strong political will to effectively address corruption issues, as well as a robust criminal justice response to high-level corruption,\u201d the delegation said.<\/span><\/p>\n<p style=\"text-align: center;\"><strong><span style=\"color: #a30d0d;\">THE BLOODBATH BEGINS<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">As the conflict heated up, killings and planned assassinations became more brazen. In a 2018 indictment against members of a crime group aligned with the \u0160kaljari, a protected witness said he had been told of plans to kill Montenegrin Chief Special Prosecutor Milivoje <\/span><span style=\"font-weight: 400;\">Katni\u0107<\/span><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">\u201cIf you cannot kill <\/span><span style=\"font-weight: 400;\">Katni\u0107<\/span><span style=\"font-weight: 400;\">, you could kill his son, who doesn\u2019t pay attention to where he goes,\u201d the witness said he was told by the leader of a group aligned with the \u0160kaljari. \u201cHe\u2019s often with his girlfriend and he\u2019s an easy target.\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The number of cocaine clan-related murders is likely much higher than the 41 reporters were able to verify by cross-referencing different sources. Some names were included in official documents, while others turned up in news reports and obituaries. Their identities and affiliations were then confirmed by sources who have deep knowledge of the Balkan criminal underworld, or are involved in it themselves.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><iframe loading=\"lazy\" src=\"http:\/\/www.mans.co.me\/balkan-cocaine-wars\/\" width=\"650\" height=\"600\"><\/iframe><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The cocaine clans have killed each other using car bombs and remotely-triggered roadside explosives, as well as shootings carried out by members. In at least two cases, expert snipers were hired from outside the organizations.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">In 2016, Dalibor <\/span><span style=\"font-weight: 400;\">\u0110uri\u0107<\/span><span style=\"font-weight: 400;\">, an important \u0160kaljari member sentenced for extortion, was taking an exercise break in the yard at Spu<\/span><span style=\"font-weight: 400;\">\u017e <\/span><span style=\"font-weight: 400;\">prison, near Podgorica, when a bullet ripped through his chest and exited his back. Montenegrin newspapers reported that they were convicted of the crime, but the sniper has never been identified.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">In other cases, hired killers were far less professional.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">In 2015, the Kava\u010d recruited a 24-year-old would-be assassin from South Africa named<\/span> <span style=\"font-weight: 400;\">Gregory Michael Ferraris. He was arrested before he could kill his target, but the statement he gave Montenegrin prosecutors provides insight into the lengths criminal groups sometimes go to in arranging such murders.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Ferraris said he met Aleksandar Markovi\u0107, believed to be a Kava\u010d member, when they were both applying for the French Foreign Legion, an arm of France\u2019s military established in 1831. \u201cI was not accepted because of my past, because I used the drug cocaine,\u201d he told Montenegrin prosecutors.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">While at the Foreign Legion recruitment center in Paris, Ferraris said he also met an American mercenary who told him he had just come from Iraq. He had \u201cIsis Hunting Club&#8221; tattooed on his hand. He had a tattoo of a skull emblazoned with the French flag on one shoulder, and a skull with an American flag on the other. Ferraris said Markovi\u0107 told him the American had been hired to carry out a difficult assassination.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">\u201cI was not planned for that murder, because they need someone who was specially trained to silently get into the house, silently do that, and quietly get out,\u201d Ferraris told prosecutors.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">A month after they first met, Markovi\u0107 offered Ferraris 50,000 euros for a hit, although the young South African had never killed anyone before. \u201cI accepted Aleksandar\u2019s suggestion to join them and commit murder, because I was totally out of money,\u201d he said in his statement.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Markovi\u0107 bought Ferraris a flight to Belgrade. From there he took a train to Serbia\u2019s border with Montenegro and crossed over on foot with the help of a guide. Kava\u010d gang members picked him up on the other side of the border, he told prosecutors. They changed vehicles several times on the way to Budva, a busy coastal city 23 km from Kotor.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">There, he was taken to an apartment where he was told to wait until he was given the green light to kill his target: Goran <\/span><span style=\"font-weight: 400;\">\u0110uri\u010dkovi\u0107<\/span><span style=\"font-weight: 400;\">, owner of the Old Fisherman\u2019s Pub on Budva\u2019s waterfront promenade, and an alleged member of the \u0160kaljari.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">\u201cAleksandar told me that the owner of that restaurant and people around him were involved in stealing 200 kg of cocaine,\u201d Ferraris said in his statement, referring to the dispute in Valencia. \u201cHe told me to shoot him at least five times, so the murder would send a message to everyone in Montenegro who are in the business of selling drugs.\u201d\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Ferraris said after waiting a long time for the kill order, he started having second thoughts. \u201cI was thinking of giving up,\u201d he said. \u201cBut I did not tell anyone, because they said that one person who was supposed to commit another murder gave up \u2014 so they killed that person.\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Before he could carry out the murder, Ferraris was stopped by police while driving a BMW X5 wearing surgical gloves to avoid leaving fingerprints. Police took him in for\u00a0 questioning, because he was not carrying identification, and discovered that the car\u2019s licence plate was fake. Under representation by a state-appointed lawyer, Ferraris decided to confess the whole story of his recruitment by the Kava\u010d.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">During trial, Ferraris was represented by Borivoje Borovi<\/span><span style=\"font-weight: 400;\">\u0107<\/span><span style=\"font-weight: 400;\">, a prominent lawyer from Belgrade. He advised his client to retract his previous statement, and Ferraris did not identify any Kava\u010d members while on the stand. Nevertheless, a judge sentenced Ferraris to five years in prison. Markovi<\/span><span style=\"font-weight: 400;\">\u0107<\/span><span style=\"font-weight: 400;\">, the Kava\u010d member who recruited him, was given six years.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">\u0110uri\u010dkovi\u0107<\/span><span style=\"font-weight: 400;\"> suspected he was a target, according to a statement he gave to police after the 2015 murder of his close friend, the former Montenegrin parliamentarian <\/span><span style=\"font-weight: 400;\">Sa\u0161a<\/span> <span style=\"font-weight: 400;\">Markovi<\/span><span style=\"font-weight: 400;\">\u0107<\/span><span style=\"font-weight: 400;\">. He told police he didn\u2019t know why Markovi<\/span><span style=\"font-weight: 400;\">\u0107 was killed, but he feared it was due to their relationship.<\/span> <span style=\"font-weight: 400;\">\u0110uri\u010dkovi\u0107 said <\/span><span style=\"font-weight: 400;\">he was aware of \u201ctensions\u201d over the dispute about the 200 kg of cocaine in Valencia, and that his name had been mentioned in that context.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">\u0110uri\u010dkovi\u0107<\/span><span style=\"font-weight: 400;\"> may have dodged a bullet when Ferraris was arrested, but he met a violent death just months later. <\/span><span style=\"font-weight: 400;\">He<\/span><span style=\"font-weight: 400;\"> had just stood up from a table in his restaurant when three shots rang out and he fell into the sea, according to media reports. A statement by prosecutors said two bullets hit a nearby wall and one struck him in the chest.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The suspected killer was <\/span><span style=\"font-weight: 400;\">Sr\u0111an Popovi\u0107<\/span><span style=\"font-weight: 400;\">, a sniper from Republika Srpska, the Bosnian Serb region of Bosnia and Herzegovina. <\/span><span style=\"font-weight: 400;\">Popovi\u0107 <\/span><span style=\"font-weight: 400;\">fired downwards from the stone wall that surrounds the old town of Budva, according to prosecutors. He aimed his German-manufactured Heckler &amp; Koch G3A4 rifle through an embrasure, a lookout hole in the wall used hundreds of years ago for archers or gunners to defend the city.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Some murders were more simply executed.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Goran Lenac, a football player close to Kava\u010d clan members, was in the middle of his daily training routine in the stadium in Kotor in September 2017. An acquaintance, Nikola <\/span><span style=\"font-weight: 400;\">Mr\u0161i\u0107<\/span><span style=\"font-weight: 400;\">, walked up and shot him in the head with a pistol, according to an indictment. <\/span><span style=\"font-weight: 400;\">Mr\u0161i\u0107<\/span><span style=\"font-weight: 400;\">, who was identified as a member of a crime group associated with the <\/span><span style=\"font-weight: 400;\">\u0160kaljari,<\/span><span style=\"font-weight: 400;\"> fled the scene and was arrested in Serbia in March this year.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"color: #a30d0d;\"><b>POLITICAL FOOTBALL<\/b><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Football plays a major role in the Balkan organized crime scene. Young men known by the English term \u201chooligans\u201d support specific teams and sell drugs on the street. They also form a ragtag army ready to provide muscle in wars to control territory and dominate the drug trade. The Janissaries \u2014\u00a0 a reference to the elite military corps who were recruited mostly from the Balkans and served Ottoman sultans \u2014 were led by Aleksandar Stankovi<\/span><span style=\"font-weight: 400;\">\u0107<\/span><span style=\"font-weight: 400;\"> until he was killed in 2016.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Stankovi<\/span><span style=\"font-weight: 400;\">\u0107<\/span><span style=\"font-weight: 400;\">, also known as \u201cSale the Mute,\u201d was connected to the highest levels of Serbian politics. Members of Stankovi<\/span><span style=\"font-weight: 400;\">\u0107\u2019s<\/span><span style=\"font-weight: 400;\"> gang provided security for the 2017 inauguration of President Aleksandar <\/span><span style=\"font-weight: 400;\">Vu\u010di\u0107<\/span><span style=\"font-weight: 400;\">, where they assaulted protesters and journalists. <\/span><span style=\"font-weight: 400;\">Vu\u010di\u0107<\/span><span style=\"font-weight: 400;\">\u2019s son, Danilo, is friends with Aleksandar Vidojevi<\/span><span style=\"font-weight: 400;\">\u0107<\/span><span style=\"font-weight: 400;\">, one of the most powerful members of the Janissaries.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Photos show Vidojevi<\/span><span style=\"font-weight: 400;\">\u0107 <\/span><span style=\"font-weight: 400;\">and Danilo <\/span><span style=\"font-weight: 400;\">Vu\u010di\u0107<\/span><span style=\"font-weight: 400;\"> together watching Serbia play Costa Rica in a World Cup match in Samara, Russia, in June 2018. They were also photographed together in January in Banja Luka, the main city and administrative center of Republika Srpska, on the day celebrating the declaration of that entity. He served as <\/span><span style=\"font-weight: 400;\">Vu\u010di\u0107<\/span><span style=\"font-weight: 400;\">\u2019s general secretary when he was prime minister, and during that time he and Stankovi<\/span><span style=\"font-weight: 400;\">\u0107<\/span><span style=\"font-weight: 400;\"> practiced their weapons skills at a military-owned shooting range.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">In addition to political relationships, Stankovi<\/span><span style=\"font-weight: 400;\">\u0107<\/span><span style=\"font-weight: 400;\"> was connected to Nenad <\/span><span style=\"font-weight: 400;\">Vu\u010dkovi\u0107,<\/span><span style=\"font-weight: 400;\"> a high-ranking police officer. Photos show them together at two football matches.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"color: #a30d0d;\"><b>THE DEATH BLOW <\/b><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Stankovi<\/span><span style=\"font-weight: 400;\">\u0107<\/span><span style=\"font-weight: 400;\">\u2019s political and police connections may explain the government\u2019s reaction to his murder. He was cut down in a barrage of machine-gun fire while getting into his Audi A6 on an autumn night in Belgrade in 2016. No one was ever charged for the murder, but the Serbian intelligence report points to \u0160kaljari members Stevan Stamatovi\u0107 and Mili\u0107 <\/span><span style=\"font-weight: 400;\">Minja \u0160akovi\u0107<\/span><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The day after the killing, Serbian Minister of Police <\/span><span style=\"font-weight: 400;\">Neboj\u0161a Stefanovi\u0107<\/span> <span style=\"font-weight: 400;\">held a press conference at which he stated: &#8220;We declare war on the mafia and enter this war without reservation.\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">But instead of indiscriminately targeting organized crime, the government\u2019s war appears to weigh heavily on one side. Police have focused on the \u0160kaljari and their allies in the criminal organization headed by Kora<\/span><span style=\"font-weight: 400;\">\u0107<\/span><span style=\"font-weight: 400;\">, which Serbian intelligence called \u201cone of most dangerous crime groups operating internationally.\u201d\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Serbian officials have repeatedly made public statements about the dangers posed by the \u0160kaljari and Kora<\/span><span style=\"font-weight: 400;\">\u0107, whom Vu\u010di\u0107 excoriated for \u201cpoisoning our children\u201d with drugs. Yet, they rarely mention the <\/span><span style=\"font-weight: 400;\">Kava\u010d, who are involved in the same illicit activities, including cocaine trafficking.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Pro-government tabloid newspapers and websites also focus on the \u0160kaljari. A November 2016 front page of the Srpski Telegraf, for example, carried a photo of Stamatovi\u0107 with the headline: \u201cThis man wanted <\/span><span style=\"font-weight: 400;\">Vu\u010di\u0107\u2019s head,\u201d referring to the current president, who was prime minister at the time.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Most tellingly, police have arrested four \u0160kaljari members, including its leader<\/span><span style=\"font-weight: 400;\">,<\/span><span style=\"font-weight: 400;\"> while no senior Kava\u010d have been arrested. <\/span><span style=\"font-weight: 400;\">Stefanovi\u0107, the minister of police, argued that the discrepancy was because the <\/span><span style=\"font-weight: 400;\">\u0160kaljari were more prominent, and he denied that criminals were targeted due to \u201cclan affiliation.\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">\u201cThe activity of the \u0160kaljari clan is more intense and more members of this clan are involved in criminal activities in Serbia,\u201d he said at a January 2019 press conference in response to a question by KRIK.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">\u0160kaljari leader Vukoti\u0107 was extradited to Serbia in September 2018 after being arrested in Turkey. He was travelling with an illegal passport, which had been produced by authorities of the Former Yugoslav Republic of Macedonia under a fake name. He told the court he was using a false identity because Montenegrin police were supplying information about him to criminals.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Montenegrin prosecutors have accused Zlatko Samard\u017ei\u0107, a police officer and assistant to Kotor\u2019s police chief, of passing intelligence to a Kava\u010d member. They exchanged coded messages over the phone app Viber, according to an indictment obtained by reporters.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">\u201cI will come for the syrup,\u201d Samard\u017ei\u0107 told his Kava\u010d contact, warning him that police were planning to search the apartments of gang members.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">In February, Vukoti\u0107 was extradited to Montenegro where he faces charges of attempted murder and possession of an illegal weapon.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">In addition to pressure from police, the \u0160kaljari have been hit hard by their criminal rivals. Facing unprecedented threats on their home turf, members left for other European countries. But some have been murdered there too.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The fatal blow to the organization may have been the attack in the Athens restaurant in January, when two top members were killed. His whereabouts are unknown, because he was hiding from an arrest warrant in Serbia for incitement to commit murder. But the charges against him were dropped in December 2019 for lack of evidence, prompting outrage from members of the government, including Serbia\u2019s president.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">In January, <\/span><span style=\"font-weight: 400;\">Vu\u010di\u0107<\/span><span style=\"font-weight: 400;\"> declared Kora<\/span><span style=\"font-weight: 400;\">\u0107<\/span><span style=\"font-weight: 400;\"> to be one of the \u201cmost dangerous men in our country.\u201d<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>A police officer, a football hooligan, and a member of a Montenegrin criminal gang walk through a ski resort in the mountains of southern Serbia.
