{"id":8262,"date":"2020-07-23T18:46:48","date_gmt":"2020-07-23T16:46:48","guid":{"rendered":"http:\/\/www.mans.co.me\/en\/?p=8262"},"modified":"2020-08-03T19:20:37","modified_gmt":"2020-08-03T17:20:37","slug":"how-dps-created-a-system-for-inserting-cash-all-the-presidents-men","status":"publish","type":"post","link":"https:\/\/mans.co.me\/en\/?p=8262","title":{"rendered":"How DPS created a system for inserting cash \u2013 ALL THE PRESIDENT&#8217;S MEN \u00a0"},"content":{"rendered":"\n<p>\u00a0<\/p>\n<p>During August 2016, a branch office of Societe Generale bank (now Podgori\u010dka banka) in Moskovska Street in Podgorica, was apparently a gathering place for supporters of the ruling Democratic Party of Socialists (DPS), who helped the party&#8217;s election campaign with donations in the eve of the past parliamentary elections.<br \/><br \/><a href=\"https:\/\/mans.co.me\/en\/wp-content\/uploads\/2020\/08\/Cash-Milo-768x447.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-8263\" src=\"https:\/\/mans.co.me\/en\/wp-content\/uploads\/2020\/08\/Cash-Milo-768x447.png\" alt=\"\" width=\"768\" height=\"447\" srcset=\"https:\/\/mans.co.me\/en\/wp-content\/uploads\/2020\/08\/Cash-Milo-768x447.png 768w, https:\/\/mans.co.me\/en\/wp-content\/uploads\/2020\/08\/Cash-Milo-768x447-300x175.png 300w\" sizes=\"auto, (max-width: 768px) 100vw, 768px\" \/><\/a><\/p>\n<p>Data obtained by the MANS Investigative Centre show that, <strong><a href=\"https:\/\/mans.co.me\/en\/employees-of-cistoca-donated-e18000-for-dps-campaign\/\" target=\"_blank\" rel=\"noopener noreferrer\">in addition to the employees of Podgorica&#8217;s Public Utility Company &#8220;\u010cisto\u0107a&#8221;<\/a><\/strong>, the workers of the city water supply and sewerage company &#8220;Vodovod&#8221; and the Fire Department financed DPS\u2019 election campaign. Namely, in August and September, 25 of them paid over 21 thousand Euros to DPS\u2019 bank account.<\/p>\n<p>That these are unlikely voluntary donations of citizens who support DPS is confirmed by the fact that 12 employees of the Podgorica Fire Department paid over six thousand Euros on the same day, August 18, 2016, for contributions to this party.<\/p>\n<p>Most of that amount consisted of identical donations of \u20ac450 each, all paid in cash at the branch of Societe Generale bank (now Podgori\u010dka banka) in Moskovska Street. On that occasion, the largest donation of \u20ac1,000 was paid by the then head of the Fire Department, Andrija \u010ca\u0111enovi\u0107, current director of Podgorica&#8217;s &#8220;\u010cisto\u0107a&#8221; and a member of the Main Board of DPS.<\/p>\n<div id=\"attachment_8264\" style=\"width: 778px\" class=\"wp-caption alignnone\"><a href=\"https:\/\/mans.co.me\/en\/wp-content\/uploads\/2020\/08\/Vodovod-BLUROVANO-768x505.png\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-8264\" class=\"size-full wp-image-8264\" src=\"https:\/\/mans.co.me\/en\/wp-content\/uploads\/2020\/08\/Vodovod-BLUROVANO-768x505.png\" alt=\"\" width=\"768\" height=\"505\" srcset=\"https:\/\/mans.co.me\/en\/wp-content\/uploads\/2020\/08\/Vodovod-BLUROVANO-768x505.png 768w, https:\/\/mans.co.me\/en\/wp-content\/uploads\/2020\/08\/Vodovod-BLUROVANO-768x505-300x197.png 300w, https:\/\/mans.co.me\/en\/wp-content\/uploads\/2020\/08\/Vodovod-BLUROVANO-768x505-214x140.png 214w\" sizes=\"auto, (max-width: 768px) 100vw, 768px\" \/><\/a><p id=\"caption-attachment-8264\" class=\"wp-caption-text\">DPS\u2019 account statement<\/p><\/div>\n<p>In a similar way, during August and September, DPS campaign for 2016 parliamentary elections was supported by 13 employees of Podgorica&#8217;s &#8220;Vodovod&#8221; with nearly \u20ac 15 thousand.<\/p>\n<p>Vladan Vu\u010deli\u0107, a long-term official of the Podgorica DPS, was the head of the city&#8217;s &#8220;Vodovod&#8221; while the employees of that company were paying donations, and two current members of the Board of Directors &#8211; Olivera \u017divkovi\u0107 and Tahir Dre\u0161evi\u0107 \u2013 are members of that party.<\/p>\n<p>After \u010ca\u0111enovi\u0107 switched to \u010cisto\u0107a, Goran Jankovi\u0107, also a DPS official, became the head of the Fire Department.<\/p>\n<p>Such personnel policy provides an ideal structure for exerting political influence on employees in public city enterprises, but also for channelling money of unknown origin into official funds of the party, especially in the pre-election period.<\/p>\n<p>On the other hand, despite documented cases of illegal financing of election campaigns, when it comes to prosecuting this type of political corruption, Montenegrin State Prosecutor&#8217;s Office has not had tangible results for years.<\/p>\n<p><strong>Lazar Grdini\u0107<\/strong><br \/><strong>MANS Investigative Centre<br \/><br \/><\/strong><\/p>\n<h3><span style=\"color: #ff0000;\"><strong>Evidence is piling up, State Prosecutor&#8217;s Office with no results<\/strong><\/span><\/h3>\n<p>Montenegro is entering 2020 election year with a burden of numerous unprocessed scandals that concern the illegal financing of political parties&#8217; campaigns. &#8220;Envelope&#8221;, as one of the key scandals which additionally confirmed the suspicions that the ruling DPS is financed from illegal sources, has not yet received a final epilogue, despite the existence of the famous video showing DPS official Slavoljub Stijepovi\u0107 taking an envelope with almost \u20ac\u00a0 100 thousand from the wanted businessman Du\u0161ko Kne\u017eevi\u0107 during 2016 election campaign.<\/p>\n<div id=\"attachment_8268\" style=\"width: 276px\" class=\"wp-caption alignright\"><a href=\"https:\/\/mans.co.me\/en\/wp-content\/uploads\/2020\/08\/katnic-1.jpg\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-8268\" class=\" wp-image-8268\" src=\"https:\/\/mans.co.me\/en\/wp-content\/uploads\/2020\/08\/katnic-1.jpg\" alt=\"\" width=\"266\" height=\"172\" srcset=\"https:\/\/mans.co.me\/en\/wp-content\/uploads\/2020\/08\/katnic-1.jpg 670w, https:\/\/mans.co.me\/en\/wp-content\/uploads\/2020\/08\/katnic-1-300x194.jpg 300w\" sizes=\"auto, (max-width: 266px) 100vw, 266px\" \/><\/a><p id=\"caption-attachment-8268\" class=\"wp-caption-text\">Milivoje Katni\u0107, Special State Prosecutor<\/p><\/div>\n<p>The recognition that DPS finances its campaigns from funds that have not been reported to the competent authorities came from the very head of that party, the current President of Montenegro, Milo \u0110ukanovi\u0107. In that case, too, there was no proper reaction from the State Prosecutor&#8217;s Office, which did not further verify the allegations of the first man of DPS.<\/p>\n<p>There is no epilogue in the form of an indictment in the<strong><a href=\"https:\/\/mans.co.me\/en\/donations-of-citizens-or-black-funds\/\" target=\"_blank\" rel=\"noopener noreferrer\"> case of donations from Vrela Ribni\u010dka<\/a><\/strong> either, which also refer to the campaign for 2016 parliamentary elections. MANS previously revealed a scheme according to which DPS collected as much as 30 thousand Euros from citizens living in one of the poorest settlements in Podgorica, according to the system that was also applied in the case of employees in public companies.<\/p>\n<p>The State Prosecutor&#8217;s Office has evidence that includes the case from Berane, where DPS campaign, through alleged donations, was financially supported even by social welfare beneficiaries, who received it due to the alleged inability to provide groceries for the family, firewood or electricity bills.<\/p>\n<p><span style=\"color: #ff0000;\"><strong>Donations of employees for 2018 presidential elections as well<\/strong><\/span><\/p>\n<p>Workers of these two companies \u00a0from Podgorica also helped the presidential campaign of Milo \u0110ukanovi\u0107 in 2018. At that time, six employees of \u201cVodovod\u201d paid \u20ac5240, while two employees of the Fire Department paid additional \u20ac 1350.<\/p>\n<p><span style=\"color: #ff0000;\"><strong>\u010ca\u0111enovi\u0107 regular donor of the party<\/strong><\/span><\/p>\n<p><a href=\"https:\/\/mans.co.me\/en\/wp-content\/uploads\/2020\/08\/Andrija-Cadjenovic.png\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-8269 alignleft\" src=\"https:\/\/mans.co.me\/en\/wp-content\/uploads\/2020\/08\/Andrija-Cadjenovic.png\" alt=\"\" width=\"296\" height=\"213\" \/><\/a>Andrija \u010ca\u0111enovi\u0107, current director of &#8220;\u010cisto\u0107a&#8221; company from Podgorica, stands out among the regular donors of DPS. He supported DPS\u2019 campaign for the last parliamentary elections with one thousand Euros, and paid another \u20ac 300 euros for \u0110ukanovi\u0107&#8217;s candidacy for the president of Montenegro in 2018.
