The prosecutor\u2019s investigation in this case has covered only a small portion of the total 14 cases of fictitious cigarette exports uncovered by MANS.<\/p>\n<p>When the ship Bergfjord left the Port of Bar in December 2020, official records stated that it was carrying 45,100 packages of cigarettes destined for Libya. However, instead of reaching the African coast, it changed course toward Albania and docked at the port of Sh\u00ebngjin, carrying only one empty container on board. That ship never entered Libyan territorial waters.<\/p>\n<p>A day before the arrival of <em>Bergfjord<\/em>, the company Playmaker informed the Port of Bar that only one empty container was to be loaded onto the ship.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-9818\" src=\"https:\/\/www.mans.co.me\/en\/wp-content\/uploads\/2025\/03\/Picture-1.png\" alt=\"\" width=\"624\" height=\"308\" srcset=\"https:\/\/mans.co.me\/en\/wp-content\/uploads\/2025\/03\/Picture-1.png 624w, https:\/\/mans.co.me\/en\/wp-content\/uploads\/2025\/03\/Picture-1-300x148.png 300w\" sizes=\"auto, (max-width: 624px) 100vw, 624px\" \/><\/p>\n<p>On the day of arrival, the Panama company Amenua also informed customs authorities that the ship was docking only to pick up an empty container, which would then be transported to Sh\u00ebngjin.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-9819\" src=\"https:\/\/www.mans.co.me\/en\/wp-content\/uploads\/2025\/03\/Picture-2.png\" alt=\"\" width=\"608\" height=\"864\" srcset=\"https:\/\/mans.co.me\/en\/wp-content\/uploads\/2025\/03\/Picture-2.png 608w, https:\/\/mans.co.me\/en\/wp-content\/uploads\/2025\/03\/Picture-2-211x300.png 211w\" sizes=\"auto, (max-width: 608px) 100vw, 608px\" \/><\/p>\n<p>However, on the same day, Amenua submitted an additional 11 declarations for loading cigarettes onto <em>Bergfjord<\/em>. Simultaneously, the Panama firm ABC Development Corp submitted 6 more declarations, while Lenora International from Delaware filed 7 additional requests. All of these documents falsely stated that the cigarettes were being exported to Libya.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-9820\" src=\"https:\/\/www.mans.co.me\/en\/wp-content\/uploads\/2025\/03\/Picture-3.png\" alt=\"\" width=\"508\" height=\"752\" srcset=\"https:\/\/mans.co.me\/en\/wp-content\/uploads\/2025\/03\/Picture-3.png 508w, https:\/\/mans.co.me\/en\/wp-content\/uploads\/2025\/03\/Picture-3-203x300.png 203w\" sizes=\"auto, (max-width: 508px) 100vw, 508px\" \/><\/p>\n<p>Customs officer Ivana Kova\u010devi\u0107 signed an inspection report stating that she had witnessed the loading of one empty container and 45,100 packages of cigarettes onto <em>Bergfjord<\/em>.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-9821\" src=\"https:\/\/www.mans.co.me\/en\/wp-content\/uploads\/2025\/03\/Picture-4.png\" alt=\"\" width=\"452\" height=\"640\" srcset=\"https:\/\/mans.co.me\/en\/wp-content\/uploads\/2025\/03\/Picture-4.png 452w, https:\/\/mans.co.me\/en\/wp-content\/uploads\/2025\/03\/Picture-4-212x300.png 212w\" sizes=\"auto, (max-width: 452px) 100vw, 452px\" \/><\/p>\n<p>The same information was included in the cargo statement, which was officially certified by Pavi\u0107evi\u0107\u2019s company, Playmaker.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-9822\" src=\"https:\/\/www.mans.co.me\/en\/wp-content\/uploads\/2025\/03\/Picture-5.png\" alt=\"\" width=\"484\" height=\"800\" srcset=\"https:\/\/mans.co.me\/en\/wp-content\/uploads\/2025\/03\/Picture-5.png 484w, https:\/\/mans.co.me\/en\/wp-content\/uploads\/2025\/03\/Picture-5-182x300.png 182w\" sizes=\"auto, (max-width: 484px) 100vw, 484px\" \/><\/p>\n<p>The outgoing manifest, also signed by customs officer Ivana Kova\u010devi\u0107, stated that the ship departed from the Port of Bar for Libya.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-9823\" src=\"https:\/\/www.mans.co.me\/en\/wp-content\/uploads\/2025\/03\/Picture-6.png\" alt=\"\" width=\"488\" height=\"710\" srcset=\"https:\/\/mans.co.me\/en\/wp-content\/uploads\/2025\/03\/Picture-6.png 488w, https:\/\/mans.co.me\/en\/wp-content\/uploads\/2025\/03\/Picture-6-206x300.png 206w\" sizes=\"auto, (max-width: 488px) 100vw, 488px\" \/><\/p>\n<p>Among the accompanying documents were 14 requests to the Port of Bar for the transfer of cigarettes from the warehouse onto <em>Bergfjord<\/em>\u2014all of which were stamped by Kova\u010devi\u0107. However, each of these requests was filed only on December 3, 2020\u2014one day after the ship had already left the port.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-9824\" src=\"https:\/\/www.mans.co.me\/en\/wp-content\/uploads\/2025\/03\/Picture-7.png\" alt=\"\" width=\"552\" height=\"776\" srcset=\"https:\/\/mans.co.me\/en\/wp-content\/uploads\/2025\/03\/Picture-7.png 552w, https:\/\/mans.co.me\/en\/wp-content\/uploads\/2025\/03\/Picture-7-213x300.png 213w\" sizes=\"auto, (max-width: 552px) 100vw, 552px\" \/><\/p>\n<p>Official records from the Port of Bar confirm that no cigarettes were loaded onto <em>Bergfjord<\/em>; the ship left Montenegro carrying only one empty container.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-large wp-image-9829\" src=\"https:\/\/www.mans.co.me\/en\/wp-content\/uploads\/2025\/03\/TABELA1-1024x428.png\" alt=\"\" width=\"702\" height=\"293\" srcset=\"https:\/\/mans.co.me\/en\/wp-content\/uploads\/2025\/03\/TABELA1-1024x428.png 1024w, https:\/\/mans.co.me\/en\/wp-content\/uploads\/2025\/03\/TABELA1-300x125.png 300w, https:\/\/mans.co.me\/en\/wp-content\/uploads\/2025\/03\/TABELA1-768x321.png 768w, https:\/\/mans.co.me\/en\/wp-content\/uploads\/2025\/03\/TABELA1-1536x642.png 1536w, https:\/\/mans.co.me\/en\/wp-content\/uploads\/2025\/03\/TABELA1-2048x856.png 2048w\" sizes=\"auto, (max-width: 702px) 100vw, 702px\" \/><\/p>\n<p>Additionally, documentation shows that the vessel was docked at the Port of Bar for precisely 1.5 hours\u2014from 10:00 AM to 11:30 AM.<\/p>\n<p>To load 45,100 packages of cigarettes in such a short timeframe, as claimed in the customs documentation, it would have required loading six packages per second, without even accounting for customs and administrative procedures.
