After years of monitoring of all phases of the electoral process in Montenegro, as well as on the basis of publicly available information on the forms of violations that occur during this process, there were crystallized three key groups of mechanisms of influence on the free will of the citizens of Montenegro to elect their representatives in national and local assemblies, as well as the President of Montenegro, as follows:

A. Misuse of public funds, public authority and a private companies
B. The manipulation of voter lists
C. Violations of voting rights and politicized the work of the implementation of election

Based on the analyzes, MANS has developed a proposal of 24 recommendations which, in our opinion, the Working Group should implement in order to start building trust in the electoral process in Montenegro.
