Award for investigative story created using the Law on Free Access to Information

Investigative journalism award aims to highlight the achievements of investigative journalists, as well as to support and promote high-quality investigative journalism in Montenegro. The prize is awarded within the project “Towards a more professional and credible investigative journalism in Montenegro” implemented by the Network for Affirmation of NGO Sector (MANS), funded by the European Union through the Media Professionalization Program in Montenegro 2016. The award process is managed by the Network for Affirmation of NGO Sector (MANS) with the help of an expert jury composed of domestic and foreign experts.

Money prizes will be awarded to authors of texts, radio or television reports, published in the period from January 1, 2017 to June 30, 2018.

Competition Applying

Applications are submitted on application forms, according to given instructions. Forms must be filled out in the official language of Montenegro.

Complete application/nomination includes:

Form A: Presentation of the nominated story and the journalist

Attachment to Form A: Investigative story and evidence of the use of the Law on Free Access to Information in the preparation (submitted request, received response, appeals, lawsuits…)

In case the investigative story is published or broadcasted in a language that is not official in Montenegro, the journalist is obliged to provide a translation.

Form B: Statement on the consent of the journalist

Forms A and B should be sent in PDF format.

The investigative story attached to Form A must be submitted in the following format:

1.    Press: PDF or URL where it can be read.

2.    TV/radio: MP3/Wave radio format, or MPEG4/MPEG2/ VMA format for TV, or URL where the story had be seen/heard,

3.    Online: URL from which the story can be accessed.

Authors should confirm the authorship of the work applying for the award by completing Form B. Also, in case of being rewarded, authors should be willing to present themselves in public.

A prize applicant must not be in any of the situations covered in Section 2.3.3 of the Practical Guide to contracting procedures within external activities of the European Union (available at the following Internet address http://ec.europa.eu/europeaid/prag/document.do?chapterId=2.3.3.&id=221 )

Prizes

The award fund is 1900 Euros, and three prizes will be awarded:

I prize- € 1000

II prize – € 600
III prize – € 300

Deadlines

Deadline for submission of applications is July 15, 2018.

Deadline for decision is July 25, 2018.

Selection criteria

§  Story based on data obtained based on the Law on Free Access to Information

§  Innovation in the use of the Law on Free Access to Information for collecting data

§  Importance of the story for issues of public interest
