State institutions to publish complete documentation on the sale of EPCG

After the public received new information about frauds that followed the privatization process of the Electric Power Company of Montenegro (EPCG), MANS today invited the Government of Montenegro, the Privatization and Capital Projects Council, the Ministry of Economy and the Securities Commission to publish without delay all relevant documentation concerning this business.

In addition to selling of Telekom, it turns out that in the case of selling of EPCG as well, a part of the “cake” went to so-called intermediaries, unknown to the public so far, but also that these intermediaries have very close ties with senior state officials.

Therefore, we asked the Privatization Council to make public all offers for the purchase of state shares of EPCG, including complete documentation regarding complaints sent by the Russian company Inter Rao and the Greek consortium Golden Energy One Holdings and Public Power Corporation after the decision to sell the company to A2A. Russian company complained that, according to them, the offer was unfounded, and that A2A was favoured in this business. Greek consortium claimed the same, however, they withdrew their complaint before the court proceedings.

We have also asked the Government of Montenegro to publish entire correspondence between the then Prime Minister of Montenegro Milo Đukanović and the former Italian Prime Minister Silvio Berlusconi during his visit to Montenegro, just before the sale of EPCG to the Italian A2A. Let us remind that the Government still hides information on the negotiations conducted with representatives of A2A regarding the continuation of the management contract from 2015.

We have also requested from the Securities Commission copies of all contracts concluded between the privatization funds and the British company River Financial Trading Limited related to the sale of shares of EPCG, as well as all the commissions that were paid on that occasion.

When it comes to Telekom affair, today, MANS submitted to the Parliament of Montenegro a request for free access to information, requesting complete documentation related to the work of the Parliament’s Inquiry Committee for collecting information and facts about corruption in the “Telekom” case, in order to make it publicly available.

There is no doubt that concealing key data on the sale of the most important state-owned companies and negotiating behind closed doors directly enabled the inclusion of so-called intermediaries from off-shore destinations, while the damage to the state budget is measured by millions of Euros.
