Bemax Carribian, whose director up until recently was Aleksandar Mijajlovic, is involved in the citizenship by investment programme in Saint Lucia, a tiny island nation in the Caribbean, Central America.
That company invests in the construction of a residential complex, whose buyers acquire the right to citizenship of Saint Lucia.
In September 2024, the Government of Saint Lucia announced the citizenship by investment programme. Back in December 2023, they chose the company Bemax Caribbean to invest in the construction of a residential complex and find buyers interested in acquisition of citizenship of Saint Lucia on this basis.
Total value of the project is unknown, however, Bemax Caribbean must invest at least 3.5 million dollars and build 64 residential buildings. Apartment buyers must spend at least 250,000 dollars each in order to obtain citizenship for themselves and three other family members.
Shortly after the announcement of that programme, the media in St. Lucia revealed that Aleksandar Mijajlović had been arrested in Montenegro on suspicion of being connected with cigarette smuggling.
The Prime Minister of that country told the journalists that, according to his knowledge, Montenegrin State Prosecutor’s Office had not filed an indictment against Mijajlović within the legal term of six months following his arrest.
Mijajlović was arrested along with five other people on February 19 of this year, and was released on bail of 1.1 million euros. The acting prosecutor did not file an indictment within the legal deadline of six months, thus, the other suspects were also released from custody.
The Deputy Prime Minister of the Government of Saint Lucia announced that they had received a letter from Mijajlović in which he stated that he was a victim of political persecution. He told them that he owned companies in Montenegro, including the media, and that he was well known supporter and donor of the opposition party that had lost the parliamentary elections.
In that letter, Mijajlović also informed them that following his arrest, he transferred all his ownership in various businesses to other investors.
MANS previously disclosed that just four days after his arrest, Mijajlović transferred the ownership and assets worth 10 million euros of one of his companies in Montenegro to a related company.
According to the competent Vice President of the Government of Saint Lucia, they plan to continue with the project for which the ground is currently being cleared, while the new director of the Caribbean Bemax is Veselin Kovačević instead of Mijajlović.
Veselin Kovačević was the official owner of Montenegrin Bemax for years, and in July 2022, he sold that company to his son Ranko Ubović, for whom he previously announced that he was the informal owner of Bemax.
The company Bemax Caribbean was founded in December 2023 by BEMAX LLC FZ, from the United Arab Emirates, which has 80% of the ownership, and a certain Miloš Stojanović with 20%, while Aleksandar Mijajlović was given the position of director.
The articles of incorporation of the Caribbean company state that its founder is Bemax LLC FZ from Montenegro. However, BEMAX LLC FZ was registered in Dubai on January 9, 2023, but the information about the owners of that company is not publicly available. Its address is the business center of the Meydan luxury hotel in Dubai, at the same location where hundreds of companies are registered.
The second founder, Miloš Stojanović, is also from Montenegro, but there is no detailed information about him in the Caribbean registry. Until August of this year, a person with the same name was the director of Arton Capital MNE, which deals with mediation in obtaining economic citizenship in Montenegro. In the meantime, he founded a company Soland World in Dubai, which offers economic citizenship services in many countries, including Saint Lucia.
It is interesting that Mijajlović’s address in Dubai is listed in the data of Caribbean Bemax. It is an apartment in a luxurious district of Dubai’s old town. It is unknown whether this apartment is owned by Mijajlović or he rents it, because this information is not publicly available.
Montenegrin State Prosecutor’s Office is conducting a financial investigation within which it blocked a property worth millions in Budva registered to the construction company “Bemax”, which it claims actually belongs to Mijajlović. Apartments in the Master quarter, which are also managed by Bemax, were also searched, and Mijajlović’s parents live in one of them.
