This report is produced within the framework of the project implemented by six nongovernmental organisations: the Network for the Affirmation of the Nongovernmental Sector (MANS), the Safe Home for Women, Mogul, Stečajci u Crnoj Gori (Workers from Bankrupt Companies in Montenegro), Breznica, and the Youth Association of Montenegro.
The section led by the Youth Association dealt with availability of information held by the university units in Montenegro regarding the transparency of their funding, students’ rights and possibility of their exercise under the Bologna Principles.
Special attention was devoted to the national employment strategy for persons holding university degrees and the activities undertaken by the responsible institutions in addressing the increasingly more pressing problem of unemployment among the graduate students.
The Youth Association, with the legal support by MANS, used all the available means of administrative procedure in order to obtain the relevant information.
The first part of the report deals with the transparency of the state- and privately funded universities, and the faculties within their composition. The second part summarizes the statistical information on the implementation of the Free Access to Information Law (FAI Law) by 47 institutions directly or indirectly involved in higher education and students’ rights. The third part gives some conclusions and recommendations to improve transparency of higher education institutions.
