Montenegro Post employed 151 persons ahead of elections

Posta Crne Gore (Montenegro Post) made contracts on temporary employment with 151 persons through employment agencies “Demano” and “Dekra” Office in September 2016, a month prior to the parliamentary elections, according to official data in possession of MANS Investigation Center and the daily “Dan”.

In September, there were twice as many temporary employment contracts made than a month earlier, in August 2016, when 74 such contracts had been made.

Although concluded on a temporary basis, the documentation shows that the contracts involve regular jobs, such as postmen, operators, couriers, and there is a reasonable suspicion that the management flouted the Law on Labor, which provides that contracts for regular jobs are made on fixed-term or permanent-term basis.

Most of the contracts were concluded for the period of 30 days, 136 of which was concluded through the “Dekra” agency and 15 through “Demano”.

Posta Crne Gore concluded most of the contracts in September 2016 in Podgorica – 65, while 15   temporary employment contracts were concluded in Budva and Bar each.  In Herceg Novi 14 contracts were concluded, in Niksic 12, Berane seven, Kotor five, Mojkovac four, Bijelo Polje three, in Danilovgrad, Plav and Tivat two, and in Kolasin, Cetinje, Zabljak, Risan and Petnjica one.

The contracts are typical, while earnings are calculated as the sum of the starting part of the salary and the coefficient of complexity, which means that the calculated value of the coefficient is €145 gross.

The Executive Director Posta Crne Gore is Ivan Kalezic, a prominent official of the Democratic Party of Socialists, who previously worked as the head of the State Election Commission.

MANS Investigation Center and the daily “Dan” have earlier reported that Posta Crne Gore concluded 74 temporary employment contracts in August 2016 through the employment agency “Dekra”. Those contracts were related regular postal tasks.

Majority of such contracts were concluded in Podgorica – 23, which is three times less than the number of contracts concluded in September 2016 in the area of ​​the Capital.

In August 2016, a total of 14 temporary employment contracts were concluded in Bar, there were ten in Budva, six in Herceg Novi, five in Tivat, four in Kotor and Niksic, three in Danilovgrad, two in Berane, and one in Rozaje, Pljevlja and Pluzine.

Employment is one of the key mechanisms that the ruling party has applied in election cycles as a form of political influence on the citizens’ opinion.
