The Transport Directorate, which is under the Ministry of Transport and Maritime Affairs, is in charge of the implementation of the capital budget for construction and reconstruction of regional roads and highways. In addition, the Directorate provides the funds for the investment asphalt resurfacing, which is a project that is being implemented in the so-called five territorially marked sections, i.e. Podgorica, Niksic, Pljevlja, Berane and Kotor.
According to the official data of the Transport Directorate, most of the payment requests related to the investment asphalt resurfacing were submitted in July 2016, the month of the election campaign, as well as in the two previous months, when the parliamentary elections were expected to be called. In the first four months of 2016, there were no such payment requests.
Thus, in May 2016, the reported sum allocated for these purposes was €181,000, specifically for the roads in Niksic, a month later a sum totaling €783,000 for the roads in Podgorica and in July around a million. From the July figures, around €358,000 was earmarked for resurfacing the roads in the Municipality of Berane, €353,000 for the Municipality of Pljevlja, €179,000 for the Municipality of Kotor, €108,000 for the Municipality of Podgorica, and €28,000 for the Municipality of Niksic.
